The Long awaited announcement came after a Day of rumours that he had fled the country under heavy pressure to resign from leading government and military factions. Suchinda a 58-year-old former army chief led a military coup in february 1991 that toppled an elected government. He was named prime minister on april 7 by a coalition of pro military parties that emerged with a parliamentary majority after the March elections. His appointment outraged civilians particularly the country a Middle class which is fed up with military dominance of politics. Thais launched huge demonstrations that plunged the country into its worst political and social crisis since the 1970s. The pro democracy forces demanded an elected politician to replace Suchinda who had reneged on a Promise not to become prime minister. The protests turned violent last week when troops killed at least 48 people and injured hundreds in suppressing demonstrations in downtown Bangkok. Suchinda somber in a dark Gray suit appeared on state controlled television at 11 18 . Without expression he read a speech of several minutes expressing regrets about the violent crackdown that has elicited almost Universal outrage from thais. The broadcast was believed to be prerecorded because Suchinda was reportedly spotted leaving his residence at about the same time As his resignation Suchinda message was telecast. On saturday King hum Biol Adulya Ducj issued a Blanket clemency to everyone involved in the demonstrations including Suchinda to prompt him to step Down quickly. The decree said a every action related to the demonstrations from May 17 to May 21, covering either supporters or people in command of troops will not be  there have been widespread demands that Suchinda and top army brass be prosecuted for the killings. Hundreds of government officials condemned the killings and foreign minister Pong pol Adire san called on Suchinda to resign. On Friday the five governing parties abandoned Suchinda by introducing in parliament constitutional reforms that would ensure his ouster within weeks. And reports surfaced that Many in the military had also turned against him. The violent clashes Between troops and demonstrators began May 17 and raged for four Days virtually shutting Down Bangkok. They subsided when the King appeared on television just after Midnight wednesday with Suchinda and pro democracy Leader Chamlong Simuang and asked them to Compromise to keep the peace. However anger continued to simmer particularly Over the Prospect that Suchinda and officers responsible for the crackdown would escape punishment. On sunday thousands of people gathered again at Bangkok a democracy Monument a focal Point of the protests to demand anew that Suchinda resign and be punished. Many dressed in traditional mourning clothes a Black and White a and continued to pile hundreds of Floral wreathes on the Monument. To keep this from happening the earlier draft proposed that the United states build a new order based on a convincing potential competitors that they need not aspire to a greater role or pursue a More aggressive posture to protect their legitimate  the new draft reflects an american foreign policy establishment far less threatened by ascending roles for important allies even leadership by those allies when their interests Are More directly affected. Yet a goal of the new draft is to preserve a leading american role in strategic deterrence and regional alliances that will by their demonstration of military cooperation deter hostile and non demo cratic Powers from seeking to dominate important regions. On Friday Germany and France announced the formation of an All european military corps and invited other nations to join. The new Security Alliance would work with nato in crises where natos 16 member nations declared an interest but would also respond independently in crises where nato interests were not involved. The later Pentagon draft substantially softens the earlier documents expressed opposition to emerging Security alliances in Europe while also emphasizing the need to preserve a key role for nato where american Power and influence have been pre eminent. With a striking change of tone the later draft states a one of the primary tasks we face today in shaping the future is carrying longstanding alliances into the new Era and turning old enmities into new cooperative  for the first time in the memory of military officials who have drafted policy the new draft states that although a Strong defense to deter potential foes will continue to be an important concept in american Security a leveling of military investment coupled with greater economic and Security cooperation will create a More stable world. Elsewhere serbian forces staged raids on die Border area with Serbia on the Doriua River battling bosnian defense units officials and Media reports said. A a fierce Battles pitted the serbs against Muslim slavic and croatian forces overnight and sunday in Borak a Village out Side Gorade 25 Miles Southeast of Sarajevo the Tan Jug news Agency said. At least seven serbian guerrillas were killed in the Battles As they advanced toward the Center of Gorade Tan Jug said. Gorade has been without electricity for the past 25 Days and most of its 25,000 residents have been under mortar and artillery fire daily. Fighting also was reported in the area of the Muslim town of Tula 60 Miles Northeast of Sarajevo leaving at least five dead and 12 injured officials said. Meanwhile bosnian officials said the serbian led yugoslav army began withdrawing from the Viktor Bubanj Barracks the first of the four in Sarajevo that Are to be evacuated. Officials were still negotiating the w Ith drawl of troops and weapons from other Barracks and military facilities
