Officials of the bipartisan commission on presidential debates told a news conference it was too Early to say if undeclared Independent Ross Perot would be invited to take part. Commission officials said they have outlined the plans to both the Republican and democratic campaigns. The commission sponsored two 1988 presidential debates Between Bush and democratic nominee Michael s. Dukakis and one vice presidential debate Between then Indiana sen. Dan Quayle and Texas sen. Lloyd Bentsen. This year the commission proposed sept. 22, sept. 29 and oct. 15 As dates for the presidential face offs. Each would begin at 9 00 . Eastern time and last 90 minutes. One session would be devoted to Domestic issues and one to foreign policy. The last would Deal with both. The vice presidential debate would be oct. 4 and cover both Domestic and foreign policy issues. Commission co chairmen Frank j. Fahrenkopf jr., a former Republican National chairman and Paul g. Kirk jr., a former democratic National chairman outlined the panels criteria for selecting third party and Independent candidates for inclusion in the debates. Candidates will be Analysed according to criteria developed by Harvard University professor Richard Neustadt. They include evidence of a National organization indication of National newsworthiness and evidence of National Public enthusiasm. Kirk said that no one criterion would determine the eligibility of an Independent or third party candidate. He said a committee headed by Neustadt would make recommendations on specific candidates two weeks before the first debate. Cuomo Perot is a Good Fella by Todd s. Perot is a Good Fella. I have no negatives to say about him. But Bill Clinton is going to be the president because Bill Clinton uniquely is Able to give you effective government Here. Perot cannot do that. Bush cannot do that. He cannot deliver the Congress. Clinton can. On the today show Perot spent two hours Fielding questions called in by viewers and declared that he was enjoying himself. Nixon who recently returned from a visit to the soviet Union had made it Clear that he stands ready to talk about foreign policy with any candidate. Earlier in the week the former president was speaking to former gov. John b. Connally of Texas who has announced his support for Perot. Sources said Connally told Nixon that Perot would like such a briefing. Nixon has said that he supports the reelection of president Bush because he has the greatest amount of experience in foreign policy. Perot was close to the Nixon White House and according to administration documents from that Era offered to spend millions of dollars on a Public relations Campaign to Rouse support for Nixon a Vietnam policy. Nixon said in a recent television interview that Perot never discussed that subject with him. Nixon said in the interview he expected Perot to be in the presidential race a right to the  a a it a going to be close but in the end. Martin a six term Republican from upstate new York announced thursday he will retire from Congress at the end of the year. Martin 48, becomes the fourth member from new York to give up his seat this year. He is also the 70th member of the House who will not return in 1993, either by Choice or because of a lost primary. A having made the decision neatly a decade ago not to attempt to perpetuate myself in this Ottice forever the decision i announce today was one simply whether to Stop now or run one More time a Martin said in a statement.
