But i also want to Fly  Navy defends policy on spent reactor fuel Washington a senior Navy officials say they never sought an exemption from environmental Law to allow them to resume shipping spent reactor fuel from atomic powered vessels to Idaho. Navy Secretary John Dalton and adm. Bruce Demars director of the naval nuclear propulsion office told a Senate panel wednesday that the service was not trying to bypass the National environmental policy act of 1969. The Law requires a full fledged environmental Impact study. However the officials said the service should be allowed to transport the spent naval fuel. They said anything less would costly and inefficient and could pose a threat to National Security. The ban would Force the Navy to hold the spent fuel in shipyards or in ships alongside the Dock like the russians do Dalton told the Senate armed serv ices subcommittee on nuclear deterrence arms control and defense intelligence. The Navy shipments were placed in jeopardy june 28, when . District judge Harold Ryan in Boise Idaho directed that they not be resumed until the government completes a site wide environmental review a process that could take years.  sent letters to several lawmakers who have Large Navy seaports in their districts warning that the Navy May have to store the fuel in inactive ships if the Idaho facility remains closed. The ruling was made in a lawsuit filed by Idaho gov. Cecil d. The department oper ates the 900-Square-mile Idaho National engineering Laboratory. Last week the Senate armed services committee took an exemption for the Navy s shipments out of the fiscal 1994 defense budget but decided to bring All parties together in an unusual hearing. The Navy argued that preventing the shipment would prove costly forcing the service to Stop de fueling surface ships and submarines and tying them up to store spent fuel
