The appearance of advertising in thl publication including inserts or supplements does non constitute endorsement by the department of defense or the stars and St ipes of the products or services for answers its unfortunate that surgeon general Joycelyn elders cannot make a thoughtful suggestion about studying a possible alternative approach to the problem of illegal drugs without having her words twisted by politicians who Are either too close minded to understand what she a saying or Are so spiteful that they will de lib Cratchy misrepresent her position. A if the surgeon general has to have a study to see if drugs Are hazardous to your health we need a new surgeon general a says one senator that a not the Issue. We All know that a number of things a alcohol tobacco fatty foods hang gliders firearms and fast automobiles a Are hazardous to our health yet this knowledge has not prompted us to make them illegal. We May try to place some controls on them but that a mainly when their use May endanger the health of innocent bystanders. The real question that elders is suggesting for study is whether or not relaxing some of the controls on marijuana heroin and cocaine would make the drug traffic much less hazardous and costly for us lion users without substantially increasing the numbers of users that we already have. What we have been doing has not solved the problem and its doubtful that More of the same will do much better. The drug traffic continues to ruin our inner cities bring violent death to hundreds of youths every year fuel the aids epidemic and destroy the Justice system in countries like Colombia. Of course there would be serious problems if All controls were abolished overnight. The tradition of entrepreneurship is Strong in the United states of America and legalization could turn out to be just a mechanism for shifting profits from the pockets of the Pablo Escobar of South America into those of the tobacco and alcohol businesses of the states. Above All we need assurances that making something Legal advertising and restricting profits would be essential. As much As we might despise getting our state governments into the drug pushing business that might be the Only Way to eliminate the profit motive and appropriately discourage recreational use. In Short what needs to be studied urgently is whether or not to allow hardcore addicts the Freedom to remain addicts resulting in less Overall drug usage and damage to society than what we presently have. A James o. Morse. Lan Stuhl nausea 1 have a problem. I am an army husband dependent and am appalled by your portrayal of us As a group. I am referring to a commercial for the stars and stripes that plays on american forces network television virtually every Day. In that commercial you show a Young Carrier attempting to collect Money for Home delivery. With that same and you destroy the credibility of the dependent husband and perpetuate the Guise that dependent husbands worldwide Are nothing More than a group of longhaired Lazy ignorant belligerent disrespectful irresponsible men who Send their wives off to the military because they Are too Lazy to gel a Job. Not True. In that same commercial you portray the military wife As just the opposite. I find that judgmental and feel that is a direct attack toward me As a Man and family member. There Are dependent husbands throughout All branches service and though some May fit into your raw stereotype it does not give you the right to generalize. Many dependent husbands a myself included a have served their countries As soldiers and All of us have Given much of ourselves and lives to follow Bur wives in their Hopes and dreams of b career in the military. It May Surprise you that our wives find it equally offensive. I am surprised that you would willingly alienate such a Large group of your potential readership. That commercial should be removed from the air in favor a a it so blatantly sexist a Guy a newspaper that supp of sexual discrimination. I no that others will read this and Rise to the defense of dependent husbands around the world because we Are just As vital to the morale of our Soldier wives As military wives Are to the morale of their sol Dier husbands. A Joseph Prevos Frankfurt Germany a a. Man nature madness in a recent column John h. Gagnon asserts that random acts of human violence Are equivalent to forces of nature derisively dismissing our concern regarding them As ridiculous requirement that a human actions must have a indeed human actions Are the Only things in the universe that do have a purpose and they possess it because we endow them with it. Only Man can deliberately choose a course of action and modify his choices according to the results obtained. Man alone in the world is responsible for his behaviour. These Are thereby reduced not to acts of nature but to acts against nature which or. Gagnon suggests we accept As inevitable but if this behaviour is inevitable Why Are we not All slaughtering our neighbors with machetes. If the machine gun is indeed to be the foundation of our social existence then we May As Well dissolve the Union right now. It s every Man for himself. Bobby Ray Inman to run the Pentagon president Clinton now has in his service a person with the skills needed to keep the president from being rolled by the Pentagon and its Reserve lobby on the question of funds and Force Structure. As in the debates on the North american free Trade agreement and the Brady Bill Clinton has the facts and logic on his Side. He can prevail if he is willing to take on his opponents once again. Last february the president gave the Pentagon a Little More than $1.2 trillion to spend Over the next five years or about $240 billion a year. Considering that Russia our former cold War adversary is now spending less than $50 billion a year this was a rather generous allocation to the department of defense by a president seeking to grapple with the deficit monster. But even this generous amount does not satisfy the worlds largest bureaucracy. Before his resignation last week defense Secretary Les Aspin had told Clinton that he needed at least another $50 billion or 4 percent More. Senior Pentagon officials Are threatening a a War with the administration if they do not get their additional funds. The ostensible cause for the shortfall is that the current budget did not assume a pay raise inflation or Cost overruns in weapons programs. But the real reason is that in their a Bottom up review Quot Aspin and his civilian and military colleagues designed a Force Structure far bigger than necessary to Deal with the realistic threats to our National Security. The Bottom up review decided that this nation needed 19 ground divisions 13 Active and six reserve12 Carrier Bat tie groups and 20 tactical air wings 13 Active and seven Reserve to Deal with near simultaneous crises in the Middle East and Korea. The Force had to be that Large because the Pentagon a War games assumed the United states would have no warning or assistance from our allies. A Force of 15 ground divisions 11 Active and four Reserve nine Carrier Battle groups and 20 tactical air wings 10 Active and 10 Reserve is More than adequate to handle any realistic threats to our National Security. Clinton cannot spend the rest of his time in office fearful of alienating the Pentagon. Like Harry Truman and Gerald r. Ford he ought to Tell his new defense Secretary to get control of the Pentagon or else. Both Truman and Ford after All fired their secretaries for failing to stay within budgetary constraints a just As Clinton apparently did last week.
