Rep. Jim Slattery d-kan., said the legislation was historic because it would commit the military and the veterans affairs department to treat sick veterans even when the causes of their illnesses Are not determined. Thousands of veterans came Back from the 1991 War with chronic illnesses that have ome to be known As persian Gulf syndrome. But no single cause has been found for the illnesses and veterans have had difficulty proving that their health problems Are service connected. Among the suggested causes Are exposure to chemical or biological agents pollutants and medication used to protect troops against biological warfare. The legislation approved unanimously by Slattery a compensation pension and insurance subcommittee would provide compensation to veterans suffering undiagnosed illnesses that become apparent within two years from the Date of their departure from the persian Gulf area or october 1996, whichever comes later. Compensation would be paid for three years with automatic extensions if at the Efu of that period the cause of the illness is still not understood. The Bill also would require the veterans affairs department to set up an put read la program including a toll free Telephone number for persian Gulf veterans and would authorize $5 million a year for fiscal 1995 through 1997 for research into Gulf War veterans health risks and treatment a Secretary Jesse Brown said last month that the Clinton administration strongly supports the legislation.
