They indicated that the air Force was seeking to Man Euver around their objections. We understand the air Force has presented a recommendation to consolidate space organization and management under their department the officers wrote. Our concern stems both from the far ranging implications of such a proposal and from the recommendation to Brief Cabinet level officials outside the department of defense without the involvement of the affected military  the letter amounts to an unusually visible rift among the top ranks of the military at a time when the emphasis in the Pentagon is on joint operations in which the service branches integrate their operations.
