Major commands to include armies in the United states and Over seas commands directly under the a will be authorized to promote to ranks of first lieutenant and Captain except that the a will handle the cases of those officers not Cov ered by major commands. Major commands will be Given the authority to Delegate to lower commands the privilege of promoting to first lieutenant providing the lower command is commanded by a general officer7. The new system requires a minimum of 12 months Active duty prior to promotion to the tanks of Captain to colonel. Fat promotion to first lieutenant a minimum period of 1� months will be required.
