Moreover they Are Able to undersell the Small Independent Blac markets in the West sectors which must offer their a ares at a Mark or two higher. The russian sponsored Black Market wholesalers Are direct agents of the soviet administration which guarantees them immunity from  the Small Street vendors Are not so fortunate.
