Safety of re critical manpower shortage in Western forces seen in event of world War Iii by John h. Martin new York. 19 ins. Russia. Alone today has an estimated 2,000,000 to 4,000,000 troops facing the infant Wes Tern european defense bloc and rearming United states. President Truman declared Friday night that the present situation caused by the East West clash Over Berlin is grave and said the Issue of War or peace will be decided in the next four years. Presumably in that period the United states will have geared its Industry for any sudden emergency and con egress jaw mucirhe%u4 can pay to rearm the Fife nation Western european group. In that period the Success or failure of the european recovery program also will be determined. Some officials fear the Impact on that Aid program from a heavy parallel rearmament plan. Even if the United states actively joined the Western european nations in a defense the combined peacetime armies around be no match in manpower against Russia. That. Is where the bitterly debated question of the atomic bomb comes in. Russia is try ing to obtain american scrap Ping of its bombs under a vaguely defined plan which does not guarantee rigid world disarmament. A study of the military strongholds of various coun tries shows that Russia and her seven satellites already have under arms a total of 3,000,000 to 5,000,000 men. Official data is unavailable because of russian and communist secrecy. The potential Power of rus Sia in the event of a third world War is 20,000,000 men and women plus another five million in communist ruled Poland Czechoslovakia Yugo Slavia Bulgaria Hungary to mania and Albania. Yugoslavia is counted on Russia s Side in this analysis. Although the Moscow led co inform has split with mar Shal Tito s regime Yugoslavia has shown to real sign of deserting to the Western Camp. Yugoslavia herself has a larger army than that of the United states. It numbers approximately 800,000 men is Well disciplined and has Good equipment. Against this Force. Fh6 five Brussels pact nation. Britain. France the Netherlands Bel Gium Luxembourg have now under arms approximately 1,080,000 men the French Are estimated to half a half million men counting Large numbers in the colonies but they Are badly equipped. The British whose leaders frankly declare they fear an aggressive Russia will have 345,000 in the services by next March. They have slowed a rapid demobilization and now Are doubling armament production especially aircraft. The United states has an authorized army strength of 670,000 men and is putting heavy stress on speedy equip Ping of a 70-group air Force. The american potential if a War comes is 8,500,000. The five West european nations have a potential of More than five million. Realistic British and French observers say the Western european defense idea is just so much psychological win Dow dressing unless Ameri can Aid is forthcoming. Official american policy thus far is to try to get con Gressional appropriations for another. Sort of Ien Ulease Yte bolster the europeans. But Many frenchmen and englishmen want an outright Alliance with the United Sta Tes. John Foster Dulles mentioned As the next Secretary of state if governor Dewey is elected is said to oppose this. The idea credited to Dulles is that the presence of . Troops in Germany is in itself better backing than any treaty in Case Russia makes a thrust to the English Channel. This implies automatic american participation in any hostilities. The birth of the Western european Union has started quarrelling among the British and French. Gen. Charles de Gaulle powerful French rightist flatly resents the appointment of Field marshal Viscount Montgomery As head of the new planning Board. De Gaulle says the Union strategy must be entered in France against the russian threat on the Elbe River. Even some influential Bri tons opposed the Choice of lord Montgomery.
