Wheeler recommends i pay hike by oct. 1 Washington special a recommendation that the Mili tary pay act be made effect Iveas Early As possible and not later than oct. 1 was submitted to the Senate by Gen Earle g. Wheeler. Army chief of staff. He made a statement before the special Senate subcommittee on military pay of the armed serv ices committee. He told the body the effectiveness of a modern military Force in combat derives from a number of factors. The most important factors in my red bossed strike wave gains in Italy Rome up a communist led strike wave gained moment min Italy Friday and the reds did their Best to exploit it politically against the 28-Clay-old government of Premier Giovanni Leone. In Rome postmen and Tele graph messengers Friday started 48-hour strike demanding a monthly allowance of 15,000 lire $24. Non communist unions re fused to join the strike and the Post ministry said it would do its Best to see that mail is distributed. May abandon buses insistent reports said Rome bus workers planned a Surprise strike in the next few Days in which they would suddenly abandon buses in the streets blocking traffic. Long distance bus workers called a 48-hour nationwide strike for sunday and monday their second in two weeks following a break in contract negotiations. In Genoa longshoremen completed a 24-hour strike in protest against companies which use thir own port workers. A re than 1,000workers of Genoa shipping Agen cies were in the secon Day of a 72-hour strike for wage raises. Doctors of the health insurance company for civil servants called a three Day strike starting Mon Day demanding a family allowance an increase in Severance payments and other benefits. Judgment Are trained and skilled personnel equipment and morale. Hence i would define an adequate military pay scale As one which recognizes the skills of men and women now in the service thereby motivating them to remain in the service and which attracts other americans in appreciable numbers to military service. A pay scale enabling the Soldier to provide Fortis family in a fashion comparable to his civilian counterparts of the same age and skill groups makes for a contented and combat effective Soldier. Separation allowance the family separation allow Ance As passed by the House Isone of the most progressive additions to the military compensation system in recent years. This proposal provides for an al Lowance which recognizes the Cost incident to family separation Dur ing the Serviceman s tour where families May not go. Combat pay is also very important to the . Such pay in my opinion should be restricted to those men who Are either actually with or directly supporting combat Type pay is not compensation for being exposed to the clangers of combat because you cannot pay for this. Yet the personal hard ships the physical hazards an the daily mental stress and Strain of combat need to be conditions have prevailed since the beginning of our advisory program in Viet Nam. I think the cold War pay system should be retained. With deference to our commissioned officers the restoration of about $30 in the pay scale of officers through lieutenant colonel would place the total pay of these officers at approximately the level originally proposed by the depart ment of defense. I think this item is justified for these officers on the basis of career Good Deal has been said about the necessity for More timely adjustment in military you know it has been five years since the military receive Dan increase in pay. I recommend that this pay act be made effective As Early As pos sible and not later than 1 october1963." i Low pret Ture a High premure wind flows a mop from air Wool her service onto Outlook for 1 .
