Sen Albert Gore d-tenn., one of the authors of the plan said he expects a hard fight on the Senate floor but believes it has a reasonably Good Chance. Gore opposed a different fed eral subsidy plan enacted last year and was a Leader in the successful fight to Shelve it in the Senate last May. Sen. Robert f. Kennedy,d-n.y., who also was against the earlier plan told a reporter he has not had a Chance to study the new legislation and snot ready to give an opinion on  of his major objections to the previous plan sponsored by sen. Russell b. Long d-la., was that the $30 million it provided for each major party in next year s presidential race could be used by National party leaders to crush local political groups. Kennedy said he does not know whether the new Bill could have this result. Kennedy did say however that he believes it might be pos sible to evade at least to som extent the requirement that a candidate who elects to accept Federal funds must not have any other Campaign help.
