But if it is acted upon soon enough next year there still will be time to provide the Republican and democratic presidential candidates with unto $14 million each to cover 1968 Campaign expenses they  of time in the current congressional session and unexpected opposition to the controversial measure Are the principal reasons for the decision to delay the Bill until next january. Under the Bill a candidate electing to receive Federal funds could not receive private contributions.
