European Stars and Stripes (Newspaper) - January 24, 1969, Darmstadt, Hesse Friday january 24, 1969 the stars and stripes Page 21 John Williamson there has been a lot of talk during the past year or so concerning the condition of Usa eur athletic facilities. Most of the controversy has had its Start right Here in the sports pages of the stars and stripes As our staffers would return from coverage of various sporting events and spill Forth their ire at some of the Bush league conditions they would encounter on their travels. Well let s face it. It is rather discouraging to spend week after week climbing rickety Steps to reach broken Down press boxes that appear to be in imminent danger of total collapse. It is sad Dening to visit athletic Fields that were at one time first class facilities Only to find rotted out bleachers roped off As unsafe for spectators or to find weeds and grass growing in previously Well maintained cinder running tracks. It is frustrating to watcha basketball game in a gymnasium so dimly lit that one wonders How the players can recognize each other much less find the hoop to shoot at. I think we can accept As Art established fact that athletic facilities i the Usa eur area have deteriorated. Time has taken its toll but neglect has taken an even heavier toll. And no attempt to minimize the Gravity of the situation has been made by the officials of the special services Agency in Munich. They appreciate the problem and have been gracious enough to Point out that the and verse publicity Given some of the facilities in the stars and stripes has led to improvement in Many areas. A positive move towards correction of some of the Many obvious deficiencies was made last summer when the Posi Tion of chief of logistics and facilities was created As a separate adjunct to Neal Harris sports division. Brought in to the Munich office to head up this new sub Section was or. Joseph Daniel Wallace whose association wit the athletic program in Europe goes Back 18 years to 1951 whence accepted his first position with the army As civilian ath Letic director for the . Army in , whose most recent previous assignment was Asci Vilian sports director at supreme Headquarters Allied Powers Europe shape in Belgium is Well equipped through education and experience to fill the Posi Tion to which he has been appointed and is anxious to launch a Campaign that will be effective in making first class facilities available to All us a eur athletes. But he is Quick to Point out that it s going Totake a lot More than the efforts of one Man to reverse the trend of steady deterioration that is apparent in facilities throughout we can Only Point out Joe Wallace us Utu i Wun she paused from the mount a of paper work on his desk we in the special services Agency have so capability of making needed repairs. Nor do we have funds to contract for maintenance. Athletic facilities like All other military real estate must compete for available Post Engineer funds and s pretty hard to argue that playing Fields or gymnasiums should rank ahead of troop housing,.family housing or essential areas of Engineer Endeavor. Yet Joe feels that Higy g i a inspection program that has already taken him to most of the 129 gymnasiums in Usa eur. On these trips Joe checks each gym against a Check list that includes Over 100 a Are taken care of on the spot and the remaining items Are enumerated in a report that is forwarded to the com Madlne officer of the District in which the gym is located. Eress have already resulted in making commander aware of conditions that had not previously been brought to heir attention and As a consequence Many needed repairs and Altera sons have been accomplished. But obviously there is not enough Money and labor available through Engineer channels to perform the Complete rehabilitation that Many of the facilities require. So what can be done much can be done through cooperative Effort. If personnel and units utilizing the facilities realize that Engineer resources arest Stert in themselves and will pitch in and help the support Agency charged with maintenance responsibility rather than sit blk and expect immediate correction of each Little deficiency merely upon submission of a work order Progress can be s within this area thai Joe Wallace is going to have to oper ate he ii going to have to do More than merely Point out Whas wrong he s going to have to convince All concerned that it s everybody b responsibility to maintain and improve existing facilities i believe the very creation of Wallace s position is going to have a social effect on the Usa eur athletic program Enow have an individual and a qualified individual whose Busi Ness it is to care about the condition of our playing Fields an gymnasiums. When somebody cares and cares enough there is always a Way to accomplish the seemingly impossible. I m con Vinced that Joe Wallace cares. And that s enough for me to pre dict an improvement in the condition of facilities available to sol Dier athletes in Europe in the very near future.
