Finch identified the Distri Tsas Greenwood county school District no. 52 in South Caro Lina Emmet school District no. 13 in Arkansas and Chester county in Tennessee. He said the districts again could become Elig Ible for Federal financial Aid once they present an acceptable de segregation plan.
