He said the shortage could jump to 20 per cent Dur ing the first Quarter of 1974, substantially higher than previous official estimates. In his Energy message earlier this month president Nixon estimated Petroleum shortages might Range Between 10 and 17 per cent. The United states currently consumes an estimated 17 million barrels of Oil daily. A Deputy assistant Interior Secretary Eric Zausner said an onrushing shortage of residual Oil will leave Many Power plants so Short of fuel especially on the East coast that consumption of electrical Power must be reduced 10 to 20 per cent. Morton said such a reduction would be a very difficult but he said we May be in the brow nout business if we Don t do Morton told newsmen at a briefing that shortages of residual Oil will begin hurting particularly in Power plants by Early de Cember. Shortage of distillate oils primarily Home heating Oil and diesel and Jet fuel will come late in january and gasoline shortages May begin showing up in Early or mid february Morton said. He could not say How High the residual shortage there might be but said there have been estimates that the East coast May face a residual Oil Short age of up to 50 per cent. Zausner said it May be possible to pro Duce More residual Oil in refineries at the expense of gasoline production. More Oil could also be produced from the Elk Hills naval Petroleum Reserve and from existing Oil Fields in Texas he said. With scarcely one month to go before the residual shortage hits hard Zausner was asked whether that deadline could be beaten and a residual emergency avoided if these measures began immediately.
