Lizul if his informal unconventional presidential style and his Low key television image have won him wide rapport among the Public his most significant failure so far has been his inability to forge an easy and effective working relationship with a Congress heavily dominated by his own  has gotten some pieces of Legisla Tion through Congress. Yet not Only has befallen Well Short of the legislative Blitz achieved by Franklin d. Roosvelt during the first 100 Days of the new Deal but he has also been unable to live up to his own Campaign commitments to work together for a change and to remove the Obsta cles Between Congress and the Whitehouse that deadlocked government during the Republican administration. Still a Puzzle in part this is because of the challenges that he has thrown at Capitol Hill in what has seemed an Effort to demonstrate that he is in charge. In part it is because this City of politicians and bureaucrats is still trying to Puzzle him  paradoxically although Carter has won respect As an aggressively activist new president he has not yet projected a Clear vision of the american future. He has pushed out policy initiatives on Domestic issues from Energy to food Stamps reached out for new relations with Cuba and Vietnam pushed beyond arms control toward arms reduction with Moscow and put pressure on american allies to join his Radical new Campaign to curb nuclear pro  he has seemed More like a problem solving Engineer intent on making Bot government and society work better than a social reformer articulating a philosophy of social Justice or coming Down hard Early in his term on a Cluster of programs that would give his administration a Clear Cut political  Structure lacking his greatest strength is his intelligence in attacking and analysing  said a former Campaign official now in a policy level Post in the Carter administration. His greatest weakness is his Lack of conceptual  As president Carter has disappointed the Liberal labor coalition of the democratic party by the conservatism of his economic policies his modest boost for the mini mum wage the cutback of his stimulus package to less than what president Gerald r. Ford had recommended his abiding concern with inflation and a balanced budget. Baffling switches he has baffled some of those who took literally his Campaign promises to reduce government intervention and to simplify the tax system by putting Forward an Energy program that increases intervention and adds new complications. He has mystified others by switching so quickly from doomsday predictions of an Energy shortage that would require the moral equivalent of War to promises 48 hours later that his Energy proposals would Actu ally Lead to a better life. Outside economists Are puzzled How he can insist that an Energy conservation program that is based on raising fuel prices but not have an inflationary  an organizational managerial presi Dent his administration has been curiously untidy at times appointments made late scores of personnel files lost Energy legislation going to Capitol Hill a week after his own Public appeals generated to letters to the editor it s still the Home of the free Mcglum for his program the White House staff growing rather than shrinking As he had  wins respect but he has won respect for his willing Ness to take a bold fresh look at impacted problems and he has confounded those who predicted he would be a stubborn unyielding single minded Man of principle by being willing to Compromise or beat a political Retreat when realism dictated it. Moreover his ideological ambivalence seems to suit the Public mood. In the White House Carter has found an uncanny Knack of tapping popular Goodwill and making the presidency seem More accessible to the Public than even to some of his own officials. Theoretically he has reestablished Cabinet government but he has so dominated the Washington scene that no one rivals him for attention and the Public seems to accept his  change since november is dramatic. Few outside Carter s own inner Cir Lenow recall How tenuous was his hold on the electorate last fall. But Carter himself like John f. Kennedy after his hair breadth Victory in i960, was conscious of How narrowly he had won and How Many Public doubts he  gestures assiduously relentlessly shrewdly he courted a wider constituency with populist gestures and symbolic trimming of the White House frills. Now he has the kind of 3-1 approval rating in the opinion polls that Kennedy and Lyndon b. Johnson enjoyed at this Early stage of their presidencies. Significantly a new York times lbs news poll thursday showed that he has persuaded a majority of the american people that consumer waste not the Oil companies or the Middle East Oil producers Are the cause of the nation s looming Energy  Challenge for Carter is to Cash in this obvious political capital with con Gress whose leaders so effusively embraced him in Georgia last fall after his election  surprisingly quickly the relationship soured. Capitol Hill got the impression that the president did not hold the legislative body in High regard. Members Felt a pumped by his aides and were bruised when with out consultation he suddenly announced plans to cancel 19 and then 30 of the pet water projects of senior senators and representatives. That Issue became a Battle of protocol and prerogatives and has affected other White House dealings with Congress. Tax rebate Retreat the measure of Carter s difficulties was his failure to obtain passage for the 50 tax rebate proposal that he repeatedly de scribed As an essential and integral ele ment of his economic stimulus package. Ultimately claiming it was no longer needed he retreated rather than risk defeat but he could have obtained its Pas Sage if he and his Georgia irregulars had mounted a More effective Campaign with , he May have gained some political credit for having the tactical Wisdom to withdraw. But in some quarters his credibility was Hurt and legislators Are even now picking Over his Energy package to find the weak spot on which he will with draw. Sen. Edmund s. Muskie a Maine the budget committee chairman has called his action on the rebate a crisis of  actually Carter has begun to change his style and privately to mend some fences on Capitol Hill. He has demonstrated a sense of momentum with his Early proposals and More Are coming though at a slower Pace than the Carter entourage once thought and even in his compromises he has achieved some successes. But he has yet to prove that he is a legislative Leader As Well As a National Leader. Our family Structure language customs and religion survived the melting pot theory. Since the Nam Sand color of skin could not be changed the latins were destined to be , we could have adapted to the Amer ican style of life but in the same process lost our identity. Our Black Brothers adapted but did it make it any easier for them to be accepted it was by their very own new found bus rider replies i am writing in regard to the letter about paying to ride the school bus. I think it s unfair to blame the High Cost of busing on us  s not the vandalism that s causing the High Cost of busing but the Way the govern ment runs it. I go to school at Sembach. Which was recently reported in the stars and stripes As having one of the worst busing situations in  main reason for this is because of the Many Little German villages the buses have to travel through. I once Rode on a bus with Only two kindergarten kids on it to town about is Miles out of  s absolutely ridiculous to think this is done every Day in most of the  if there Are vandals they Don t com pare to this ridiculous sort of transportation system that s costing the . Government precious dollars. No wonder the Cost of busing has risen. If the motor Pool just set up a better distribution route it would help tremendously in the , Why should we have to pay for Riding the school bus the few vandals that there Are should pay for the damage they caused and not us kids who had Noth ing to do with it. Not Only that the civilians Are forced to live on the Economy and that would be one More added expense. After All without civilians the military would t survive Over seas but that s another  people Start blaming everything on those Young teen age bums who just nuke life miserable maybe they should Stop and think about it it s not the Stu dents fault but the government s fault. Joan Baez Vickie Carr and Jose Felicinto Are but afew examples of latin entertainers who Appeal to the american Public in general dances sponsored by our local latin clubs have attracted american and Ger mans from All walks of life. So it is not fair to assume that Only latins attend these dances. We do not scream prejudice every time something does not suit us. If this were the Case the latin people would have screamed their lungs out. We just realize that America is the Home of the free and along As we do not get All these freedoms outlined in our Bill of rights and Constitution we will continue to speak  is what makes America great in that All americans can make their views known. Latinos have made Many significant contributions to american and Are very proud to be  is Why we look Forward to the Day when All americans can accept each other As they Are. This Day will be the greatest Day in american history.
