A Gao doubts the need for separate Navy of cruise missile programs Washington a the general accounting office asserting there is con fusion and uncertainly in the Pentagon about cruise missiles doubts that separate missile programs Are needed for the air Force and Navy. Sen. William Proxmire. D-wis., made part of the Gao report Public saturday. He said a prime reason for the con fusion stems from a Jan. 14 decision by William Clements former Deputy defense Secretary to expand the cruise missile program to include six different kinds of missiles estimated to Cost More than $5 Bil lion. That decision approved separate development of an air Force air launched cruise missile and the Navy s Tomahawk cruise missile. Cruise missiles Are Small pilotless Jet bombers designed to strike targets up to 2,000 Miles away with nuclear or Conven tonal warheads. Unlike present strategic nuclear missiles the cruise missiles would travel Only a few Hundred feet above ground to elude enemy radar. Proxmire said the air Force had opposed a suggestion that it adapt the Navy missile on grounds it was too Long for air Craft missile Racks. But the Clements directive gives prior Ity to a Long Range and larger air Force missile which will require added Cost for aircraft modifications and changes to the missile rack Proxmire said. The Gao report says the air Force Esti mates the Cost of 2,357 air launched cruise missiles at $2.9 billion while the Navy Esti mates the Cost of 1,264 tomahawks at $2.2 billion. Sponsored by private Heli science Institute meet to plan solar Energy role los Angeles a experts in technology Public policy manufacturing and education will meet Here this week to plan the Best Way to fit the Sun into the nation s quest for new Energy sources. We do not have to Wail upon govern ment action to begin making use of Energy that surrounds us said David j. Running concurrently with the Confer ence is a five Day exhibit also ending wednesday of Noppol lung Energy devices and Energy conserving products. Among them Are a car. An engine that runs on trash solar collectors and concentrators and water saving devices. The conference sprang from an idea of the chamber of Commerce in Palm Springs where residents have become increasingly disturbed by the sight of smog Drifting through Mountain passes from los Angeles. The chamber formed the Coachella Val Ley solar Energy development Institute which became a main sponsor of the he Lio science Institute. Palm Springs wants to become the first clean Energy City in the world said or. David Pelka of Northrop University a technical school in los Angeles that is per haps the first to offer a four year curriculum in Energy science. Northrop is also a conference sponsor. Although the Federal government is help ing sponsor the conference Pelka says that participation by private Enterprise is the key Force in the meeting. John teem of the California Institute of technology another featured speaker. The Helio science Institute seems an appropriate kind of forum for developing this new coalition of the air Force Long Range missile has not yet been built while the Tomahawk has been built and tested Proxmire said. Use of the Tomahawk for the air Force and Navy would result in an estimated savings of $165 million to $373 the Gao report questioned the decision to proceed with development of separate missiles for air Force and Navy use. Gao believes this decision May not be justified because initial design reviews concluded that the Navy s air launched Tomahawk was technically feasible for air Force use the report said. Further the decision requires development of a physically stretched air launched missile. This will require added Cost for aircraft modifications and support equipment one of the objections for not going with a single Tomahawk cruise mis Sile the january decision it said gives priority to a larger site missile for the air Force and the Navy now will use cruise missiles to augment existing theater nuclear forces rather than employment As a strategic Pentagon spokesman Thomas b. Ross responding to the Gao report said Satur Day we do not wish to comment on How this matter was handled in the previous administration. We Are striving to the maximum extent possible to develop a common cruise missile with minimum modifications to adapt it to its various potential uses air launched surface launched and the cruise missile figures prominently in the .-soviet arms talks that Are now deadlocked. The russians want to include the missiles under the tentatively agreed limit of 2,400 nuclear weapons launchers. The .
