Liquor Indus try officials say that is a sign of an unhealthy Economy and that whisky makers will probably raise prices soon. When the Economy is bad not As much liquor is consumed it s As simple As that said a spokesman for a National Organiza Tion that monitors the Industry. Since 1973, the rate of growth in the distilling Industry has  Industry surveys indicate fewer people drink As much liquor As they did in the late 1960s. Many people have decided they d rather drink cheaper beverages such As Beer and wine. There Are More people in the drinking population now but they Are drinking Only slightly More liquor now than say 10 years ago said one distillery spokesman. Because per capita liquor consumption has fallen and Competition among distil lers has remained intense prices have held relatively steady at a time when production costs have risen Industry spokes men say. They blame that combination of events for falling profit margins and for predictions of higher prices. Total consumption of liquor increased from 372 million Gallons in 1970 to 426 Mil lion Gallons last year. But the drinking age population has been growing faster and per capita consumption within that group has actually fallen from 3.05 Gallons to2.98. An analyst specializing in the distilled spirits Market disagreed that an unhealthy Economy is the Only Factor and he said the Industry has several problems to Over come. The Economy is not Good but neither Isit bad said a value line investment Survey analyst who did not want to be identified. Value Lane said recently that increasing use of marijuana May be another Nega Tive Factor especially with the general movement to decriminalize Possession of the  the analyst said cocaine May be cutting into the liquor Market too. Whatever the cause distillers Aren t getting As much return on investment As they d like. The spokesman for the nation Al monitoring group said most major companies plan to boost prices this fall. There has been a Long trend toward a smaller percentage of the consumer Dollar going toward distilled spirits he said. Distilled prices compared to other con Sumer prices Are tremendously lower. But sooner or later the prices Are going to have to reflect increasing  people Are switching to wines Beer and to White goods like Vodka Gin and tequila which can be mixed More readily than whisky he said. Distillers plan advertising campaigns stressing that dark spirits also make Good mixed drinks. I would t say the Industry is de pressed. It is a slow or no growth Type of Industry said the value line analyst. The growth rate since 1969 has been Between 2 and 3 per cent and in the Early 1960s the rate of growth was anywhere from 5 to 7 per  some Slack from weak whisky sales he said has been taken up by Vodka rum Gin and tequila but those products Aren t As profitable. Roy Stevens president of Hiram Walker inc., of Detroit said moderate priced Spir its have suffered but that Premium brands such As Jack Daniels whisky have flourished. Another spokesman for a major distiller said we have gone from a 12 per cent return on investment to 7 per cent in five  Seagram has said it will boost prices Between 6 per cent and 7 per cent. Another distillery s spokesman said manufacturers have been waiting for Seagram to announce Price increases and the rest will follow  Stevens said if that happens it would equate to a 10 to 11 per cent increase at the retail bottle shelf  Blacks say Carter acts negligent Washington up the chairman of Congress Black caucus told president Carter wednesday that unemployment is killing american Blacks and said he would fight Carter with All the vigor i possess until we do something about Job  he smiled rep. Parren Mitchell d md., told reporters after a White House meeting in which he said he reprimanded Carter for alleged neglect of Black eco nomic problems. But he did indicate he expected me and others to fight him on this  the president met with Mitchell As part of an attempt to consult with Black Politi Cal and social leaders who Are attacking his Domestic policy record and accusing him of ignoring Campaign promises to impoverished Black voters. Mitchell indicated he used the occasion to renew that attack and to suggest Carter make amends by launching a War on Job  but he said the Only commitment Carter made was an agreement to hold regular scheduled meetings with the Black caucus starting sept. 7. I again pounded away on the absence of any kind of real program to tackle joblessness Mitchell said. What i said to the the president was i would fight him with All the vigor i possess until we do something about joblessness. The jobless situation has become absolutely impossible in the Black Community. It s killing us. The question is has the status of Black folks substantially changed since the pres ident got into office and the answer is no. Black youth unemployment has gone up More Blacks have Slid Back into poverty. The Bottom line is there is  neglect is becoming the watchword among Black critics who Are marshalling their forces for a political pressure Campaign. At a meeting in Chicago monday Black leaders resolved to launch a counterattack on the callous neglect of Blacks the poor and America s  i think there has been neglect Mitch Ell said wednesday. Whether it s callous i Don t know but there has been  discussing his War on joblessness proposal Mitchell said he envisioned a combined Effort by Federal anti poverty agencies and the private business sector. The total weight of every governmental Agency helping cities should be brought to Bear under close supervision in one or two or three cities on an experimental basis he said. Couple that with private sector Initia Tive and massive volunteerism programs to see whether any of these existing pro Grams can have an  Carter also dropped in on a White House meeting of big City mayors wednesday and pledged his determination to develop an Urban policy responsive to the needs of the inner cities.
