Labor Secretary Ray Marshall said a special team will investigate similar suspected abuses in other cities including the summer youth program in new York and the Public service jobs program in Atlanta and Gary ind. These charges also involve political patronage. Marshall said the administration cannot tolerate abuses of the Public service jobs program which soon will pro vide 725,000 jobs for unemployed persons across the nation under president Carter s economic stimulus program. Political rewards Chicago was required to repay the Feder al government $965,460 for illegally award ing Public service jobs As political rewards hiring ineligible persons and using them in tasks traditionally per formed by City employers. The abuses involved about 250 jobs. Marshall said government funds were used in a Chicago pothole filling project normally carried out by City employees every summer. Chicago Park District also filled its Public service jobs with persons who already were on the payroll. Federal regulations prohibit any Politi Cal scheme for hiring of Public service employees the workers must be assigned to new tasks not normally performed by the City and the Jobholder must have been unemployed for at least 15 weeks.
