European Stars And Stripes (Newspaper) - October 9, 1977, Darmstadt, Hesse William Safire sunday october 9, 1977 the stars and stripes Page 15 w6 already have some this gom6 own that soap Carter s Israel policy amounts to a sellout if As he claims our Secretary of state had been somewhat surprised by the re action of fierce dismay to the . Statement giving the arabs what they want before the Geneva conference begins then the Secretary of state would be a fool. But if As is More Likely president car Ter s foreign policy advisers Are feigning Surprise in order to pretend that the Deal conferring legitimate rights upon people pledged to destroy Israel is not a new policy then Carter takes the Ameri can Public for fools. For the Selling out of Israel is definitely a departure from the policy of previous . Presidents. Carter has shown he is determined to take land lost by arabs in wars against Israel and to Force the creation of a palestinian state. Sellout is a Strong word. Carter motive is not to abandon Israel but to make peace in the Mideast and to acquiesce in a. New presence by the soviet Union in that area in return for Progress on arms limitation. But the effect of his policy would be to make Israel vulnerable which is Why Carter disclaims the very policy he Pur sues. For example the code words for a palestinian state on Israel s Border have Long been legitimate rights just As the code words for not returning lands won in 1967 Are defensible these Are no diplomatic niceties to Many the phrases carry the same Force As final under soviet pressure Carter has announced his embrace of the rights to a state demanded by the Palestine libera Tion organization. He knows exactly what he is saying his nervousness in taking that step was revealed in the freudian slip in his speech to the United nations calling for the legitimate rights of the panamanians us every step Carter takes is to create that state or entity or the israelis cannot tolerate it the saudis and the egyptians and other moderate arabs do not really want it the Plo after its defeat in Lebanon is too weak to demand it. But Carter is pressing hard for it with the co operation of the soviet Union which undoubtedly will provide its arms. A second example of a Carter policy in Force that is always disclaimed is that he is imposing a settlement. The israelis resist this for a simple reason they hold lands that the arabs want Back and want to Deal directly with arabs who cannot pre tend that the party they Are dealing with is not a nation. To avoid this direct dealing arabs turn to the . For brokerage. The More we intervene on substance As in the recognition of rights the better for militant arabs the worse for Israel. Consequently As Carter rigs the outcome of the Geneva conference with the soviets he goes out of his Way to insist that we do not intend to impose a he protests too the face of the not new Carter mid East policy what can supporters of Israel and opponents of the Extension of soviet influence do to restrain a missionary whose misguided Zeal could Lead to War first we can Call for an end to duplicity. If Carter has a Deal in his Back pocket he plans to Spring at Geneva putting All the pressure of the superpowers and the third world against Israel then we ought to know its outlines now in time to urge Israel to wait a year or , we can expose the Campaign to isolate and weaken Israel. This includes Carter s decision to withhold antimissile Bunker weapons the Israel is a Burden philosophy that afflicts the joint chiefs under Gen. George Brown the plants bythe Carter press office about a jewish lobby that portrays As sinister any Call for the . To Honor its commitment to its Only democratic ally in the Mideast. Third we can lean Back on those who lean on Israel. The president has shown above All else How susceptible he is to pressure. No better example of that could be found than in his abandonment of the subject of human rights in his . Speech on the Day the Belgrade conference opened that was to have called the soviets to account. Gromyko and the detente crowd were highly effective. Counter pressure to the new Carter mid East policy can be generated on the issues. After the infamous . Agreement sen. Hubert Humphrey Rose from a sickbed to Telephone the president and his Minnesota colleague vice president Mon Dale and is said to have stunned them wit the Force of his argument and the depth of his feeling. As a result of the mini firestorm Carter held a late night meeting with foreign minister Moshe Dayan to work out a Way for the israelis to avoid recognizing the representatives of terrorism in the work ing sessions at Geneva so that a palestini an political presence does not Force Israel to negotiate a palestinian state. That s not much but it puts our Arab Tilting president on notice that Israel will not accede to one Man s notion of their needs for survival. If the deck is stacked at Geneva by the Carter plan to impose a settlement that turns the West Bank into a soviet staging area israelis will find a great body of Public opinion in the . Supporting their refusal to walk meekly to their doom. New York times Jesse l. Jackson humane consideration doctrine it is not enough just to open the Gates of Opportunity said president Lyndon Johnson a dozen years ago. You do not take a person who for years has been hobbled by chains and lib Erate him bring him up to the starting line of a race and then say you Are free to compete with All the others and still justly believe that you have been completely so saying Lyndon Johnson unleashed the Power of one grand american tradition preferential treatment to help eradicate another grand tradition racial discrimination. It was then in 1965, that president John son signed executive order 11246 and fed eral affirmative action came into being scores of plans and programs to help american minorities Blacks Browns women and All the others gain Access to the roles and jobs that had been systematically denied them since the signing of the same Constitution that guaranteed them equal opportunities. Now a Short dozen years after the Effort began to give minorities a fair Chance at getting to the starting line a Case before the United states supreme court threatens to undo what president Johnson did and to make right that which he and most of the rest of us clearly saw As wrong. The Case in question is the regents of the University of California is. Allan Bakke. The Case began several years ago when Bakke then and now an Engineer began a single minded quest to give him self a new p r of session twice he applied and twice he was denied admission to the medical school of the University of California at Davis. Not willing to accept rejection Bakke investigated the school s admissions program and discovered that Davis admitted 16 medical students in each class who were not Whites. In other words Bakke even though he May have had better College grades and test scores could be denied Entrance to medical school while a Black or Chicano or Oriental american with poorer grades but equal or greater desire would be admitted. That said Bakke was preferential treatment. That said Bakke was wrong. And he began a Legal Battle to Challenge what Many deceptively Call reverse Dis truth what Bakke s Case really threatens is reversal of All that s been done to Battle discrimination and Opportunity. The most absurd and arrogant element of the Bakke Case is of course the proposition that it is somehow in american undemocratic and deceitful to give minorities or anyone else preferential treatment. The truth As we All know is that now and for Ever More preferential treatment has been the name of the game. The difference is that increasingly since 1965, Blacks and other minorities have been allowed to play too. Or. Frank w. Hale associate Dean of the graduate school at Ohio state University warning of the dangers to us All in the Bakke Case observed that americans must be continually reminded that preferential treatment is not a new departure in american higher education but has histor ical antecedents. Colleges and universities have a Long history of granting and arranging for Spe Cial attention and consideration for Stu dents from the families of alumni athletes and musicians. Professional schools Medicine Law dentistry optometry Etc traditionally have catered to Resi dents from within their own states without having second thoughts about denying other More qualified applicants from out Side the state. There has been no National uproar Over this special Access and attention Given to these students says or. Hale. No doubt it needs to be stressed that institutions of higher learning have a similar right to give special preference to race in order to expand opportunities for qualified Stu dents. Such a concept. May Well be referred to As the doctrine of humane consideration but Bakke threatens More than the tradition of humane consideration and in my next two columns i d like to share some of my concern with you. C 1977, los Angeles times the opinions expressed in the columns and cartoons on this Page represent those of the authors and Are in no Way to be considered As representing the views of the stars and stripes or the United states government
