The Senate rejected by a vote of 74 to 24 an amendment to totally exempt youths 16 to 19 years old from the minimum wage requirement. It then turned Back by a 55 to 38 vote a proposal to allow teen agers to be hired at 85 per cent of the minimum wage for an in definite period Defeated 55 to 38 a rider to permit initial youth employment for six months at 75 per cent of the minimum and Defeated by a vote of 49 to 44 a provision to set a sub minimum wage for teen agers at 85 per cent of the adult floor for their first risks to student subjects probe of experiments of Siny will resume Albany . The health department ordered a halt to most human subject research last month after investigating a student com plaint. The department in a total of 52 specific allegations charges that Albany officials violated the Law by not getting proper and Vance review and proper student consent and by not properly supervising All the experiments. In addition the department says some students were coerced into becoming subjects for the tests because they were faced with the Choice of writing a term paper or participating in tests.
