Industrial production had declined four tenths of 1 per cent in August reflecting a summer slowdown in the nation s economic activity. The september figures indicated the slowdown May have ended. Widespread gains it said production gains were wide spread throughout the Economy. Output of consumer goods increased three tenths of 1 per cent while business equipment was ahead three tenths of 1 per cent and construction products advanced five tenths of 1 per cent. The Federal Reserve Board said Auto assemblies were virtually unchanged at a relatively High rate of 9.5 million units a figure adjusted for seasonal variations. The Board said its Industrial production Index was 138.8 of the 1967 average of 100 and was 6.3 per cent higher than last sep tember. Reorganization of Garter off ice wins House vote Washington up the House Friday overwhelmingly endorsed presi Dent Carter s plan to reorganize the executive office of the president and trim its allotment of 1,712 employees by 15 per cent. The plan was approved on a 350-20 vote and the Senate was also expected to accept the proposal. Llie plan is the first since Congress gave Carter authority to reorganize the entire executive Branch of government a major Campaign pledge last year. One can disapprove the authority included a requirement that both the House and Senate must vote on the reorganization proposals but a vote of disapproval by Only one of the bodies would be sufficient to kill it. The plan applies Only to the executive office of the president not to the entire executive Branch. Carter proposed cutting the workforce to 1,459 persons at a savings of $6 million a year and to abolish the office of drug abuse policy office of Tele communications policy and the economic Opportunity Council. Comptroller general Elmer Staats said Friday it appears unrealistic to expect 1985 Domestic production Levels above 8 million or 9 million barrels a Day even though Carter s Energy plan projected daily production of 10.6 million. Coupled with the earlier Gao projections on alternate sources he said this Means that Oil imports Are More Likely to be in the Range of 12-13 million barrels a Day by 1985, instead of the 6 million barrels a Day which is the administration s  Staats views backed up by analysis of . Oil production trends since 1946, were presented to the House and Senate in an eight Page letter  the analysis said achieving the domes tic Oil production Levels predicted by administration officials would require finding new Fields at almost twice the rate we have Ever experienced since 1946." it expressed serious doubt such production can be achieved. Staats repeated his Call for Congress to create a stronger Energy plan than either the proposals presented by Carter or the measures so far adopted by lawmakers. The Overall objectives which were presented in the National Energy plan make sense to us he said. The More specific program goals in the plan however seem highly unrealistic in Light of our continuing analysis. Further the program which is emerging from con Gress appears to us to be incapable of achieving  pesticides in vegetables called threat Washington a the Environ mental Protection Agency said Friday per sons who eat vegetables treated with a common pesticide run a risk of developing cancer. The pesticide  commonly known As a Bop also could cause sterility or reduce sperm counts in men Epa findings disclose. A Bop residues on foods eaten in aver age amounts Over a two year period could cause up to 21 cancer cases per million persons Epa said. The government banned the pesticide for use on Many crops about a month ago after some workers in plants that Manu facture a Bop were found to be sterile or to have extremely Low sperm counts. The chemical compound has been found to cause stomach cancer in Laboratory mice and rats. Epa said a Bop residues have been found on carrots radishes cauliflower Broccoli cabbage cucumbers and peanuts in the Shell. In addition the Agency said other crops that can be expected to contain a Bop Resi dues include Brussels sprouts celery let Tuce endive parsnips turnips Squash melons eggplants peppers tomatoes and strawberries.
