Army Hospital Nura Berg on the Day in question Jan. 17,1978, not Jan. 10, 1978, As verified from the patient s records doctor nurse and corpsmen state that the child was not unconscious when brought to shortly after noon but was Post Octal in a drowsy state from just having had a convulsion. The paediatrician who later that after noon saw the child in the pedlar in clinic for a More thorough examination also saw her in the emergency room just after she arrived. He quickly evaluated her and deter mined that she was no longer convulsing was resting quietly was having no respiratory d a faculty and needed no acute care right Tea. She did need further work up however to determine the cause of the convulsion and for this purpose her out patient medical record was important since her Mother who bad arrived in the meantime told the doctor that Tina had been seen in the emergency room in december 1977 for what was also thought to have been a convulsion. The doctor then indicated that be needed her out patient medical record to treat her further at that Point her Mother admitted that tub s records were at borne so she quickly went there and brought the records to the Hospital the doctor apparently used words to be effect that be could do dotting without 4be patient s medical record by which he meant he could do nothing farther. That is evaluate and treat her definitively and As rapidly efficiently and accurately As pos sible without information about the Previ Ous convulsion and the treatment pre scribed. However at the time the patient was in the Hospital emergency room no immedi ate treatment was necessary. Her temperature pulse and respiration bad been taken. Something indeed was done. She then needed Only further observation and to spontaneously continue to re cover from the convulsion and this was accomplished. No medication was indicated at that Point. She was then moved to the paediatric clinic for further evaluation and was admitted to the Hospital where she stayed Tor a week for tests and evaluation. She has done Fine since then on medication and is being followed in the Pedu tric clinic. The Mother has turned the patient s out patient medical record in to the Hospi Tal where u is now being kept. The doctor who used the phrase could do nothing without the child s records has been counselled not to use such words since such an ideals not True and does not reflect the policy of the Hospital or of medi Cal practice in the . F sent my Mother a list of 15 .-made, name Brand items with their size and the Price paid for them in the Ramstein commissary. I told her to try and get the Normal prices an not any Sale prices where she shops. The result was that after accounting for the commissary s 4 percent charge the commissary came out to be 10.7 percent cheaper. The stateside prices came from a Small town in Eastern Ohio and the store is a Small mom and pop operation. My Mother shops there because it s convenient and admits she would do better in a Large Chain store and better yet if she shopped for specials. Most of us Are in no position to compare when the commissary people make their claims. But i can t help feeling that there is some Wool pulling going on Ever time the troop support Agency answers charges that they have us Over a barrel Raymond Moser Ramstein Germany dependents in the dining Halls in View of recent coverage concerning dependents eating in the dining Halls i offer the following information if a family of five husband wife and children Ages 12,7 and 5 eat a supper meal in the dining Hall it will Cost them exactly $5.75, plus an average Cost of gasoline of 79 cents for a total of 16.50. Any food service supervisor and hopefully any budget conscious wife could write a minimum of at least 15 different menus including soup meat potatoes or Rice Gravy vegetables salad pastry and beverage for the above family for a Cost of $4.50 to $5.50 directly from the commissary shelves. This would indicate they would be saving Money by staying at Home. Granted they would not be eating expensive steaks. They would be eating Chicken ground beef fish casseroles Etc. These items have always been the mainstay of a family on a limited budget. Dining Halls use and have always used these same items to meet required expenditure limitations. The above family would show no financial advantage but they did get out of the House for an hour washed no dishes and did not have to clean up the Kitchen. . However i do question the fact that e5s must Clear their allotments with the Comman Der first sergeant. I am under the impression that e5s Are expected to be the first line us seems to me that the army is in bad shape if its first line supervisors Are not Intelli gent enough to handle their own financial matters. If an e5 cannot handle his her financial situation perhaps we should take another look at the systems which allow such people to become e5s.
