He was assigned a full time advocate Ralph Smith who provides advice Gui dance and a Chance to live in a Normal family setting. Tom is staying with Smith 33, a Bachelor for a six month trial period. If the arrangement works and if the pro Gram in t run out of town Tom will get to stay longer. But residents and City officials Don t like the idea of delinquent and runaways moving into their Community their neighbourhoods. They Don t want troublemakers living in the neighbourhood no Way says state rep. Stanford Lehr one of the program s critics. He lives about a mile from pro Gram coordinator Ted Woodson s Home where about a dozen youths and their advocates meet once a program which serves York and three other areas in the state teams about 100 youths with 85 substitute parents or big it has been hailed by judges and other government officials for steering kids away from a life of crime. They Point to the family like settings and the close relation ships the program offers. But it has pitted York residents mostly elderly Whites against the youths and advocates most of whom like Woodson Are Black. We d like to get rid of the whole outfit in York says Lehr. Woodson says 75 percent to 89 per cent of the youths successfully com plete the program and either return Home or strike out on their own with jobs and a new Outlook on life.
