Apparently he has t because he continues to insist publicly and privately that he will never no never resort to controls but the fact is that Carter handicapped himself and most of the rest of us with that pre inauguration announcement. Spokesmen said at the time that Carter heavily influenced As we know now by Bert Lance acted because he feared businessmen were raising prices in Antici pation of controls. Nothing is clearer How Ever than that his renunciation did not put a Stop to Price increases nor build Busi Ness Confidence in the Carter administration. All he did was to deprive himself of even the threat of one anti inflation weapon when he needs All he can get and i would now be All but impossible to impose effective controls even if Carter were to be convinced of the need. That s because no stand by authority has been granted by Congress under which Carter could set up a control system. Such authority provided by a democratic Congress did exist when president Nix on imposed controls overnight in 1971 and Carter pledged in his Campaign that he would ask Congress for similar Powers. The team must get ready for school to  appreciate the need and value of education. Education should be seen As an investment not a Cost. If you air education costs try ignorance. De ten be that you will fight for adequate and equitable funding for education this year. School Board member you have a obligation to engage in policies and set standards that comply with the Law an improve the Quality of education for All. Superintendent coach your part of the team. State your academic physical an administrative goals and objectives for the year clearly enough for everyone to under stand. Administrator and staff get ready to implement with enthusiasm effectiveness and  prepare your state of the school address. Invite parents and the broader Community to your school and clearly define the educational goals establish the rules set expectations ask for the Community and parents to help and outline general and specific tasks for them to do. Begin school As formally As you end  come to school with excite ment and High expectations of your Stu column Sand comments dents. There need be no conflict betwee cognitive development and motivation. Share yourself not just your  for life and not just for a living. Student believe that if you can conceive it and believe it you can achieve it know that your mind is a Pearl that Youcan learn anything in the world. Recognize r5l us.n1your aptitude. Go to the Board of education and pick up your child s test scores and discuss them with a trained Counselor. Mass Media use your Power of communication to educate not merely enter Tain. Keep your role of advocate and adversary in perspective. Reward through recognition and projection outstanding accomplishments by students and others in the education  leaders preach and teach that education is god s will. Open you doors and use the talents in your congregation to Tutor and educate. Preachers go to school. Teachers go to Church. Students go to both. Business persons offer on the Job training and jobs to students. Get involved in  share your talents and experience. Everyone whoever you Are Fin your Niche and get involved. Education is a key to the preservation of democracy. We must Combine general and citizenship education. Our students should learn during their senior year How to oper ate a voting machine and upon graduation they should receive a diploma in one hand symbolizing knowledge and Wisdom and voter registration card in the other symbolizing Power and  and students to your Mark get ready set.
