I am rare that a great Deal of Money has been allocated to update and improve military housing in the european theater. There is a lot of work going on in other housing areas in this area but not in Crest vie the bathroom in this House is old. I have no idea How old the facility is but the toilet has the old tank on the Wall with a pull  Bathtub is so old and pitted that proper cleaning is nearly  water is produced by Wall mounted Gas Heaters that work Fine but i should Slink Are not economical particularly in these Days of Energy conservation i know of houses in the Haine Burg area that Are having new plumbing installed along with new bathroom and Kitchen facilities. I have two questions one regarding finance and one regarding the primary leadership course in bad  question recently i went to the finance office in Hanau to Cash a Persona Check. I found out that they will not Cash personal checks except on payday and the Day after and that i would have to go to the american express to Cash the Check. I had my pay voucher in hand. They indicated this policy went into effect in february. This meant that i would have to pay 25 cents on each $100 since i do not have a account with american express. Since both the finance office and Ameri can express Are regulated by government agencies i can Only see this As another method to get More Money from the i. It is anticipated that the design will be completed and funds obligated during 1971 to Start work on the remaining units in  Gas water healers will be re placed to addition to the other work previously described. The program in Crest View will require three Yean to completes planned. One objective of the program is to accomplish the work in the units most to need of repair. Since the Baric project is for re placement of deteriorated piping systems the replacement of bathroom fixtures is Only incidental to pipe replacement. Those units with functional u not mod Ern bathroom fixtures May not necessarily be those with the worst piping. Certainly there is the Chance for hoisted units to be to worse condition than some of the unit which were scheduled for repair. However the Economy of doing sections of housing areas and entire buildings at one time precludes jumping from apart ment to apartment. The Crest Lew housing area has no been forgotten. In addition to continuation of piping programs a project to replace electrical systems in the apartments is planned for1971. It is unfortunate that not everything can be accomplished As soon As it is needed.
