Busing los Angeles up the state court of Appeal Friday ordered an indefinite halt to mandatory busing in the los Angeles school District the nation s Sec Ond largest pending court hearings on a suit by anti busing organizations that could take a  officials planned an immediate Appeal to the state supreme court however and said they were hopeful that the Crosstown busing program involving 30,000 students would begin As scheduled sept. 12. Attorney general Emelle younger who earlier in the week said he supported the suit brought by a group called bus top against the District s integration program applauded the Appeal court decision and said his office would defend it before the state supreme  superintendent William John Ston meanwhile said the District was pre pared to open school As scheduled with or without mandatory busing. Days Iii of the civil rights Divi Sion who headed the review committee said the committee had its greatest Impact on hiring but that it had a significant Impact on promotions. It appears at this Early stage that the harm which May result from implement ing a constitutionally deficient plan is greater and More irreparable than the damage that might result from the delay in implementing a plan ultimately found to be Legal and sound. It is appropriate therefore that a considered answer be supplied.
