However the initiative sponsors the Campaign for indoor air have elicited a formal opinion from the office of the state legislative analyst that the Law would not increase police and court overhead that the Cost of no smoking signs would be modest and that if the proposition brought a significant reduction in smok ing there could be a substantial de crease in present governmental and Pri vate outlays related to smoking from health costs to fire damages. A study made for the smoking reduction coalition by two University of California medical men drs. Stanton Glantz and Stu Art Schweitzer estimated that on the basis of documented experience the restrictions would bring a 15 percent reduction in cigarette consumption. This the study suggested in turn would mean a commensurate reduction in the estimated $1 billion annual Cost in California As of 1976, of smoking induced illness property loss in smoking caused fires and extra sick leave used by smoking employ  the savings were projected at $49 Mil lion a year for state and local governments and $129 million for the private sector. .
