Zamia later met with Hud officials to discuss a $15/2 million Federal Grant for a 27-acre shopping mall Complex in Johns town As part of flood recovery efforts. The application for an action Grant had been passed Over before the meeting set up through Milliken. Now the request is under consideration. Milliken said he first met Zamia last april in Atlanta and asked him about the possibility of a $10,000 contribution to the charitable programs he runs. The Developer later made the donation in instalments of $5,000 each. There was no Deal made Milliken said. I made a mistake in judgment. I m just not used to this he said that was the Only time he contacted anyone in the Federal government on behalf of an outsider. I was just trying to help Johnstown said Milliken reputedly a deeply religious Man whose concern for troubled children attracted Rosalynn Carter s attention and support and later the president s. Because of his ties to the Carters Milli Ken has been Given office space for his pro Grams in the old executive office build ing adjacent to the White House. He earns $26,000 a year from his pro Grams which Milliken said receive $1.2 million in Federal funds. Milliken draws no Federal salary. House will slash veto threatened roads Money Bill Washington up the House responding to a veto threat by president car Ter agreed thursday to trim approximately $5.6 billion from the $66 billion Highway and mass transit authorization Bill. Carter had said he would veto the Mea sure unless reduced because it would Worsen the inflation problem. Additional reductions Are expected As the Bill goes through the Senate and is then put in final form by a conference commit tee. Rep. James Howard d-n.j., chairman of the surface transportation subcommittee said the Cut in the Bill would still allow for planned programs without requiring an increase in gasoline taxes. The House is expected to take final action on the Bill next week. The Bill provides funding for Highway construction and maintenance Highway safety and mass transit for the fiscal years 1979 through 1982. It Calls for completion of the interstate freeway system plus Resur facing of much of the existing interstate system. The Cut in the $66 billion authorization amounted to just under 9 percent for each of the fiscal years. The $11.3 billion originally proposed for Highway and safety programs was Cut to $10.3 billion while the $4.6 billion proposed for mass transit was trimmed by $400 Mil lion annually. One of the biggest increases Over pre sent spending Levels was proposed for re pair and replacement of unsafe Bridges. The Bill would have increased funding from the current $180 million to $2 billion German tourist stabbed to death new York up the nude body of a West German tourist who had been stabbed to death has been found in the stairway of a Midtown hotel police re ported. Police said the body of Bruno Knupfer 57, of Mainz was found on the 7th-floor Landing of a stairway at the hotel Roose velt a Block Northwest of grand Central terminal. A police spokesman said the body had two Stab wounds. Knupfer had arrived in new York with a group that was touring the United states the spokesman said. He was staying in the hotel. Police believe robbery was the motive for the slaying although they could not immediately determine if anything had been taken. It was expected that mail Sorters and other inside postal workers members of another Union would Honor the picket lines. The strike which will last at least until monday is expected to shut Down mail service in the cities of Quebec Saint John new Brunswick Regina Saskatchewan Edmonton Alberta and the Ontario cities of Toronto Windsor Kitchener Waterloo and London. Representatives of the letter carriers Union of Canada will decide in the next three Days which cities will be affected in the next strike. Both Union and government negotiators said thursday they Are expecting a Long strike after a final attempt at reaching a contract agreement failed. No further meetings have been scheduled. Union leaders have said they chose rotating strikes rather than a National walk out to allow delivery of monthly old age pension and family allowance checks. Prime minister Pierre Elliott Trudeau has said Back to work legislation is Possi ble if rotating strikes by the 19,000-Mem Ber Union interfere with the Public inter est. The government has announced plans to make the Post office a Crown Corpora Tion but that requires parliamentary approval which could take until at Leas Christmas. The letter carriers want a 6 percent in crease in Basic salaries and a Cost of Liv ing allowance of 46 cents an hour in a new 18-month contract. Negotiators met an impasse Over an additional 19-cent-an-hour increase sought by the letter carriers which is the amount they would have received under the current contract s Cost Omi ving provisions if the government anti inflation Board had not barred payment. A letter Carrier with two years service now makes $6.65 an hour plus a 46-cent an hour Cost of living allowance. The letter carriers have been without contract since july 10. Proxmire a Wisconsin Democrat said the office found a Way to help its employees on the Way up or on the Way out while letting the taxpayers s each month Proxmire announces a Golden fleece award for what he Calls the biggest most ironic or ridiculous example of wasteful spending by the Federal he said the same course could have been Given to the same people on their own time at a Cost of $475 a person instead of the More than $1,100 a person which the government spent. My argument is not with the private firm which gave the course the talented authors of the official textbooks or the Pri vate citizens who want to take the course and for it out of their own pocket Proxmire said. My objection is to the government shelling out the Money and pick ing up the temperatures
