And As a College offi Cial working the Mcaa playoffs epitomizes Success claims Dale Kelley a Veteran Mcaa Cage official who was in Europe recently to conduct Safe basketball clinics at Lindsey air station in Germany and at Raf Mildenhall for the . Conference. Kelley who came Here with coaches Hugh Durham of the University of Georgia and Roy Danforth of Tulane sees the expansion of the Mcaa championship tournament to 40 teams and the switch to three Man striped shirt teams As an Opportunity for More officials to work More games in the title series. However Kelley who is president of the Southeastern and Ohio Valley conference officials associations but who also works in the metro 7 and Sunbelt conferences has his reservations about the three Man officiating Crews. I m not really sure about its practical Lity. I be never worked that Way except in a clinic at Charlotte. I like it but i wonder if it really has All that much Merit. I la have to wait to see just How the mechanics work. It la probably take two or three years to get the kinks worked  he does see the system As a help to officials sticking around for a few More years since it will Cut Down on the running required in a game. But i m not sure that that s really Good. You have to be in Good physical shape to be in shape  Kelley a successful businessman involved in local government and an aspiring state politician does t have to worry much about staying in shape himself. His Al ready Busy schedule also included 80 col lege basketball games last year. That s a lot of running. Had Kentucky not reached the Mcaa championship game his total would have probably been 81. But when the wildcats reached the finals Kelley like Kentucky representing the Southeastern conference was automatically disqualified from work ing the game. It was the second year he has worked the Mcaa championships As the Sec representative. Even though Many schools have Arenas that seat 12,000 to 23,000 fans College basketball still does t generate enough reve nue to make full time officials possible. So most officials have to have an Independent source of income. To officiate says Kelley it takes somebody with a business or vocation he can get away from. Working 80 games like i did last year Means you re away an awful  Kelley owns a general insurance Agency that employs five people in his Hometown of Huntingdon Tenn. He s also running for the Tennessee legislature from the 72nd District a three county area in the Western part of the state which includes Huntingdon. Kelley is no stranger to politics. He s held four different county offices and is still on the school Board. He served on the City Council until resigning to run for the legislature a move about which he is very optimistic. He also has High Hopes about the Sec continuing its winning tradition on the Hardwood but expanding to the whole conference rather than having the old Ken Tucky Vanderbilt Tennessee dominance that prevailed for so Many years. All programs Are on the Rise. It s Al ready a Tough league and i can t think of a team that should t be improved this year. . Newton who participated in the 1977 Safe clinics has everybody Back from a team that won 16 games at Alabama last year. And what can you say about Ken Tucky they re already tops. Durham is one of the Best. His record at Florida state before moving to Georgia this year Speaks for itself. Hell win in the Sec. Then there s leu Florida Mississippi state Ole miss. They re All potential Usa eur Golf stars Winter Haugen claim Mayport greens a big letdown by Don Sauer staff writer they May forget a lot of things that happened during their recently concluded stateside Golf trip but to Winter and skip Haugen who represented Usa eur in this year s All army and interservice tournaments certainly won t. Forget the greens. Winter the seniors runner up in the All army and fifth in the interservice tourney described his baptism to the latter event played at Mayport naval station Fla. When we saw the course at Mayport what a letdown. We never really got up again. We had just come from fort Ben Ning site of the All army event which was in Beautiful condition Mayport was so burned out and the greens were like ice. I putted terrible i hit the Ball just As Good As i can play but i just could t adjust to the quickness of the greens said Winter the 1977 Usa eur seniors Cham Pion from shape who this year was a Spe Cial nominee to the stateside Competition. Haugen this year s Usa eur open division Champion from Berlin agreed that the greens at Mayport made quite a differ ence. In Georgia the greens were slow and very Grainy. In Florida they were extremely fast with no Grain. If you made a mistake it almost always meant a three putt explained Haugen who rallied to finish in a tie for fifth place in the All army and was sixth in the interservice tourney. It s a shame really said Winter Dis cussing conditions at the interservice event because the Navy was such a wonderful Host. Its unfortunate that they could t have played the tournament at the Jacksonville naval air station which has a Beautiful  both Haugen and Winter got off to a Ter Rible Start at the interservice meet Haugen shooting a nine Over Par 80 and Winter going 10 Over at 81. Normally i Don t shoot 80 on any course said Winter who also had an 80 on the third round combined with rounds of 75 and 76 for a 312 total. I birdied the first three holes in my opening round but it was All downhill from there. I hit the Ball All Over said  matter what i did it went wrong. I recovered Well the next three Days but i just ran out of Days. I came from next to last to sixth place so i guess that s not too bad added the Chunky sex Fresno state link Ster who followed with rounds of 71-75-73 on the Par 71 Mayport layout. " Winter s Best Mayport round was that four Over Par 75 the second Day As he went out in even Par 35, but returned in 40. When i shot a 75 the second Day i hit 14 greens but had 36 putts. You just can t do anything that Way. I had five chances at birdies from five feet or less but could t get any of them. That does t help your Confidence. Then i three putted the 16th and 17th," he said his voice trailing off. Of the Navy s Ken Allen who won these Nioras championship Winter said he hit As Many if not More greens than Allen who is from nearby Jacksonville and had the Benefit of playing at Mayport for All of the pre Vious two weeks but could t get the Ball in the  he s a super Putter and he got the Ball up and Down that was the Story there was one Consolation from the 42 year old lieutenant colonel who played col lege baseball at Washington state univer sity. His parents drove out from Las vegas and spent much of the time with him at fort Benning and Mayport. The senior Winter also Maurice As is his son who much prefers his nickname to is a 62-year-old professional jazz trumpet player who had taken a two week vacation before returning to the strip to open a new show As no. 1 Horn at the Riviera in Las vegas. Haugen s finest Golf came on the Back nine at Benning where he played every round at even Par or better including a five under Par 31 that got him on the army team for the interservice meet. On the last Day i knew i was out unless i did something recalls Haugen who turned in five Over Par 41. On the Back i decided to play As bold As i could. If i did t play Well it did t  skip came up with four birdies and an Eagle that More than Over balanced his Lone bogey to finish at 72 for the Day and six Over Par 294, a tie for fourth place. His Eagle on a 30-foot putt came at the 480-Yard 15th Hole which he birdied three times and Eagle the last  opened with a two under Par 70 which was Only Good for third place and slipped to a six Over 78 his worst round the third Day. Even then he was even Par on the Back nine. I played the front nine just terribly i can t really understand it. I did t think it was All that Tough or that the Back was All that  Winter started off As the first Day Leader at fort Benning shooting an even Par 72, slipped out of the Lead the second Day and could t make up any ground on the final two Days finishing at 303, two shots behind Jimmy Stinebaugh the defending Champi on from the Presidio of san Francisco. When we played together the last two Days he seemed to choke a Little and i choked a Little said Winter who matched Stinebaugh s 78s both rounds. We both played some Fine Golf but they toughened the course up the last two Days like i knew they  the two courses to Heidel Berg site of the Usa eur championships this year Haugen Felt that both were tougher but in different ways. Fort Benning is Long with difficult very Large greens. At Mayport the course is Shorter but there is More trouble thick Rongji lots of water and the Pine Trees. And those greens Winter who Felt that the elevated greens at Mayport made the difference had Noth ing but respect for the Young open beaters. They hit the Ball 40 Yards farther off the tee. They did t score that much better but the potential is  As for Haugen Winter saw plenty of potential. Skip hits the Ball just awesome. The potential for that Young boy is just incredible. He hit it farther than virtually everyone. He s got All the shots he just does t seem to control himself quite As  the 1978 season is just about past but Haugen is thinking already of next year. He s already planning on a return to the Usa eur tournament next year hopefully for another championship hopefully for another stateside trip. If there is one next year. A report out of Mayport on the final Day of the interservice tournament indicated it might be the last one since the Navy was planning to drop out. The air Force did so several years ago. Winter thinks there s Hope however. During the All army Competition he talked to the army representative who told him that the air Force might decide to re enter the Competition perhaps keeping the interservice event alive. But you never can Tell he said. You know How it is with  National Powers summed up the official who has been in the league for nine years five less than his entire officiating career. Kelley believes that College basketball is the most exciting game played in America today. It s also the most emotional and that automatically places More pressure on officiating claims Kelley. These huge Arenas show the magnitude of the sport and they Are filled game after game. Of course the key to filling them is winning and winning gets a lot of emphasis. The coach s Job depends on that. And it s scary to think that a bad Call you might make a Call that is the difference in win Ning or losing might Cost a coach his  the former air Force communications Center specialist says he s never had an experience with a Rowdy crowd an area of concern in sports around the world. We re always concerned about behaviour says Kelley. We have great Security every place i work. You know the potential is there. We the officials Are concerned. The universities Are  s the reason for the emphasis on Bench decorum. We realize and they real ize that coaches can incite a crowd without intending to do so. And that s another reason for emphasis on Quality coaches being on the floor today. It s also a reason for the third  Kelley in illustrating How the Cage game has grown in recent years pointed out that it has t been very Long since the game was just a poor Cousin in most schools. The coaches were assistant football coaches or even baseball coaches and it just provided employment for them in the off season. And it was the same with the officials. The game was just a Good tool for football officials to use to stay in shape while they earned a couple extra dollars. Now the Quality of officiating and the Quality of coaching has improved resulting in better Quality play. The schools and the conferences Are dedicated to building better programs and to getting the Best officials coaches and players on the floor he  joined the air Force right after High school in Huntingdon. He played basketball at Tyndall fab Fla., and was a member of the base s baseball team that won 60 of 66 games against the Best teams in the Panama City area. He also played both sports at Mcdill fab Fla., and played basketball while stationed with the air defense command in Canada. In fact my whole air Force career was in add recalled Kelley. Kelley started officiating while attend ing Bethel College where he again played baseball and basketball. His first officiating Grade school games. Then a neigh Bor asked Why i did t join the High school association so i could work at that level. So i did he recalled. As president of the officials associations it s not unusual for conference commissioners to ask his recommendations for new officials. One of the first things 1 look for says Kelley is appearance and then comes Hustle. I Don t necessarily mean running All the time but is he smart enough to always get into position.?" then i look at his mechanics and How they relate to coaches players and fans. He has to have a Good working knowledge of the rules but that is not the most important thing. A lot of Guys can quote the Book right Down to the Page and paragraph but that usually makes me apprehensive. It takes common sense to apply those rules and he May not have that. Rut i be really been pleased with the Quality of people i be worked with Here in Safe. They really want to learn. And i m impressed with they Way they re Spond. Their questions have been really intelligent and Well thought out. I think this is one of the most important things the services can do to insure sound programs. It Means a lot to those who attend the clinics and it Means a lot to us who do the teaching. It s important to the Quality of play. I know i be been on both
