If it survives the insulation tax credit applying to a variety of Energy saving materials including storm doors and windows would be retroactive to april 20,1977, when the ways and Means committee first approved it. Initially both houses approved a tax credit for 20 percent of insulation costs up to $2,000 meaning a maximum write off of $400.
