Balestre said the Fia has two observers in South Africa and they arc following the situation in South Africa daily. He confirmed that a general strike in South Africa would enable the Fia to postpone  cancel the event under its statutes. But he re called that the 1974 portuguese rally took place while that country was in revolution and the army was occupying All the  the Fia statement said that the South african automobile association had run the grand prix for Many years and that Drivers of any race  religion have the same rights As other Drivers to take part in its grand  Balestre also announced that Hungary will be the first soviet bloc country to stage a formula one grand prix with the race set for Budapest in either August  sep tember of 1986 under a contract signed in London on sept. 10. The hungarian automobile club announced the scheduling of the event last weekend. The contract was signed by Ecclestone and hungarian automobile club general Secretary tiber Balogh. Balogh said that preparations Are under Way for the construction of the 2.4-mile circuit located about 12 Miles from Buda pest s Center and that the grandstands will accommodate some 120,000 fans. He added that there would be a Budapest grand prix every year for five years starting in 1986
