Sen. Barry Goldwater r-ari7., the chairman of the Senate armed services committee questioned the effectiveness of the joint chiefs of staff a criticism echoed by sen. Sam Nunn of Georgia the ranking Democrat on the panel. It was the third consecutive Day they have spoken in the Senate on this subject painting to what they Call problems in the defense organization. At the same time. Rep. Los Aspin d-wis., the chairman of the House armed services committee announced that his panel will begin hearings next week on the nation s Over All defense policy and the link Between it and Pentagon weapons and programs. The Pentagon Aspin said in a speech he planned to deliver Friday on the House floor is run like a big City political machine in which each interest group pushes for its own programs. But the Pentagon should t be run like City wards Aspin said. The goal is not or ought not to be to gratify the submariners and the surface warfare types each year the budget is put  there has been no formal response yet by the Pentagon to the series of speeches by Goldwater and Nunn although defense Secretary Caspar Weinberger has said he sees no need for a major reorganization of the joint chiefs of staff. Goldwater and Nunn wednesday complained that the military services Are still unable to work together effectively. The military services inability or unwillingness to work together has led this nation to military disaster or near disaster. Not once or twice but repeatedly Goldwater said. Nunn focused wednesday on the octo Ber 1983 . Invasion of Grenada which he said was impaired by the fart that Navy and army radios were incompatible. This failure of communication caused an army officer on the Beach in Grenada to use his at to credit card to Telephone his office in North Carolina Over civilian lines in an Effort to coordinate Navy fire support for his position Nunn said. In addition he said the Marine and army units on the ground lacked a unified commander each reporting to the task Force commander who was on a ship off the Caribbean Island. Nunn criticized the unified commands in which a single commander is responsible for orders to All the forces in his area regardless of service. For example the . The concept of unified commands ii Good Nunn said but the military Chain of command is so confusing some unified com Manders Are not certain whether their Boss is the chairman of the joint chiefs or the Secretary of  the Chain of command needs to be streamlined and simplified Nunn said be cause in times of crises the Chain of com Mand and the division of responsibilities must be  Aspin said the nation has spent $1 trillion on defense in the past four years but what have we gotten for it the Public is worried about High priced spare parts and Coffee pots but we May be in danger of missing the Forest for the Trees Aspin said. The Pentagon had announced july 10 that it was preparing a new round of laser tests to follow up on an Experiment conducted in june when a Blue Green laser was reflected off the space shuttle discovery. Laser beams tend to disperse and lose their pinpoint accuracy As they travel great distances through the atmosphere.
