The $9 billion military construction Bill that was passed tuesday and sent to presi Dent Reagan bars the Navy from spending any Money on the dispersal plan until it has provided More detailed justification for the estimated is billion Cost. The conferees have serious concerns that at a time when the defense budget is under severe constraints the Navy is Starl ing a billion Dollar construction program members of a mouse Senate conference committee wrote in their 125-Page report accompanying the legislation. Such a pro Gram could make modernization of our existing bases  the Navy was ordered to provide a de tailed report justifying its plan on military and economic grounds and to give Congress three months to study the report before spending any Money. The immediate effect would be to delay the spending of 121.5 million authorized to begin construction of a port at Staten is land at new York City for the battleship Iowa and several escort ships and $17.6 million budgeted for land purchases in Everett wash., where a new aircraft Carrier Battle group is to be stationed. Congressional aides said tuesday that the new delay had been proposed by Law Summit from Page 1 line at 10 . Wednesday the two govern ments had not revealed How they would report on the Summit. Vitale was convicted on seven counts of wrongful use of cocaine Ltd hashish and distribution and conspiracy to distribute the substances. Whalen was found guilty on nine counts use of cocaine Ltd Bash ii distribution of the substances breaking and entering larceny and conspiracy.
