Re j Lim Inthac air 7rcc anti Don , but 1 do have a Point to make. 1 Don t fed that it is fair to the Scricc who has contracted a terminal ill Ness to be discharged because of it. Would the military discharge who was dying of cancer there Are still Many diseases that people die from every Day. These people eventually reach a Point where they cannot do their jobs and need extensive medical care. Thesis also the Case with aids. To discharge a person from the service because he or she has contracted a deadly disease goes beyond protecting Oiler Mili tary members from catching it is deny ing it infected person much needed and very expensive medical care. It is difficult enough to Deal with being seriously ill but to be suddenly unemployed with no Chance of being hired somewhere else and faced Wilh Mammoth medical Bills is a Burden that no family needs. For the military to decide to discharge everyone that it finds to have aids is re fusing to Deal with the responsibility of the Soldier s health. It comes across to me to be a cop out Way to get of paying for these soldiers medical . They might As Well kick everyone in the military who becomes gravely ill out into the Street to die. Have the people in Congress who arc working on this policy looked at this Issue from this Point of View i have another Point which the panic stricken people of the world apparently have not considered if we look at the ways aids is transmitted and compare them to the ways other venereal diseases arc trans milled. Aids is not much metre contagious than herpes or syphilis. Everyone is making so much noise about the spread of aids that they arc forgetting thai syphilis herpes and gonorrhoea arc in epidemic proportions in the United states and who knows what other countries. The difference with aids is that intravenous drug users also get it. Surely there Are other infections that a person can get by putting a dirty Needle into their veins. I read a great Deal of literature about aids and i believe that the whole Issue is being blown out of proportion and that the army is dealing with the situation by nol dealing with it. Those soldiers will need the army s help not a discharge. Or. . Quinn Ramstein a Germany editor s note William . Clark principal Deputy assistant Secre tary of manpower and Rescue affairs office of the assistant Sicri Miry depart ment of the army replies your correspondent has misinterpreted the article published in your newspaper. Venice members suffering from terminal illnesses Are separated from the military sen ice when they no longer can perform their duties. They Are not in any sense abandoned or burdened Nith medical Bills. This system is no different when the diagnosis is aids. The to schools of thought referred n in the original speech concerned persons who Tuc be a exposed to the it rus that causes aids but who hate not yet ecu oped terminal or disabling symptoms. The difference Between the old draft proposal and the army s proposal wus whether to retain these soldiers on Active duty with some assignment limitations or to separate them. If the decision had been to separate them the route for separation would hate been the temporary disability retired list Tyrl. Persons on the Tori. Wit More ban 30 percent disability ratings receive a pension and retain their eligibility for medical care. Again there was no plan to abandon these soldiers. The observation that aids is a h Nitt a disease transmitted in much the same Way As Are syphilis or gonorrhoea is n cogent one. The army s policies take this fact into account by declining to take punitive measures against soldiers who acquire any venereal disease. Our educational efforts directed Stmard controlling in croat Dis eases include material on aids and Thrisk of contracting this deadly disease during illicit sexual Contact.
