Soviet radar site vulnerable Cia aide says Washington not a senior Cia official has told Congress that the radar under construction North of Krasnoyarsk in the soviet Union is a vulnerable Type of installation. Phased array radars such As the one at Krasnoyarsk arc Large fined installations vulnerable to direct attack and they arc potentially susceptible to degradation from nuclear blackout effects the Cia official said. As a result the official said some Intelli gence analysts believe the radar May Nave limited suitability for any future soviet anti ballistic missile defense. The assessment was provided by Robert m. Gates the Deputy director of Intelli gence in a written response to a question submitted to the Agency from sen. William Proxmire a  is also the chairman of the nation Al intelligence Council which prepares the government s classified assessments of soviet strategic Force developments. The Cia response represents the most Complete disclosure to Date of classified intelligence analyses on the radar s vulnerabilities. The response is contained in a recently published record of a joint hearing of the Senate armed services committee and the Senate appropriations committee. The Reagan administration has charged that the soviet Union has violated an important provision of the anti ballistic mis Sile treaty of 1972 by building a Large phased array radar at the Small town of Abalakova North of Krasnoyarsk a City in Central Siberia. The 1972 treaty stipulates that radars of this Type must be on the Periphery of a country and oriented out Ward. The Cia has affirmed the charge. Many experts who Are critical of the administration s arms control policies agree that the radar is a violation of the anti bal Listic missile treaty. A separate debate has been carried on within the administration Over the possible military use of the radar. The defense department has stressed that the radar might be a Long Lead time Clement in an eventual soviet nationwide anti ballistic missile system. Such radars constitute the foundation for any system of Crri Lorinal defense Richard n. Pc rec an assistant defense Secretary has said. Cia officials have said the radar at Aba Makovo could be used for selecting and tracking missiles to provide Early warning of an american attack. But such tracking data from the radar could also be used to feed an abm sys tem Lawrence k. Gershwin a National intelligence officer for strategic programs at the Cia told the committee hearing in june. This would be done by sending track ing data to other radars that would direct interceptors at incoming missiles. Gershwin who also serves on the nation Al intelligence Council cautioned that this does not mean that necessarily the soviets intend to have a nationwide abm system As a  Gates responding in writing to questions submitted by Proxmire after the june hear ing went beyond the Cia testimony in june and took note of the radar s vulnerabilities. The hearing record and Gates responses were published recently. Gates said there was a debate among intelligence analysts Over the suitability of the Abalakova radar for an abm sys tem. These radars appear less suitable for abm Battle management to some analysis than to other analysis he said. Because such radars arc fixed and they arc key nodes for an abm system s capability there will always be an Issue of whether an abm system is Worth having which depends to a great extent on a few potentially quite vulnerable  he said. Gates also said the Cia remains concerned about the soviet Union s Poten tial to deploy a widespread anti ballistic missile system and that the deployment of such a system would pose serious National Security  a classified 1984 assessment entitled implications of a new soviet phased array radar which administration officials have said was drafted by Cia officials and coordinated by intelligence workers also identified some of the vulnerabilities of the Aba i Koto radar administration officials have said. Senator urges rehiring some fired air controllers Chicago a some of the More than 10,000 air traffic controllers fired in 1980 in their Union showdown with presi Dent Reagan should be re hired to improve aviation safely sen. Paul Simon says. After touring the Federal air traffic control Center in Aurora Friday the Illinois Democrat said he had interviewed manage ment personnel and controllers who support that  near unanimous conclusion is after careful screening some of the fired control lers should be brought Back he said. Simon a critic of the administration s policies on air safety said there is a possibility of legislation to Force the rehiring of fired controllers. But he said he Hopes such a step won t be needed. My Hope is that the administration would quietly move in this direction but i Don t expect them to Issue any press re leases he said. Although transportation Secretary Elizabeth Dole has suggested hiring 2,000 con trollers nationwide the administration has refused to consider rehiring controllers fired during the strike Simon said. My Point is rather than hiring 2,000 people who have to be trained and it la take two years before they Are up to an adequate Standard it makes More sense to hire people who arc experienced and know what s going on he said. Simon said the fired controllers have paid for their actions by losing retirement and other benefits. I believe the president did the right thing in firing the controllers.
