The Bill would designate the chairman As the principal military adviser to the presi Dent National Security adviser and defense and it would make the joint chiefs assisted by the pcs staff the military staff of the Secretary of defense. Individual chiefs would be permitted to go directly to the president or the defense Secretary when they disagree with the chairman s position. In addition the present 400-Offitcr limit on the size of the pcs staff would be re pealed and the chairman would be authorized to independently manage the staff. The Bill is intended to meet a number of deficiencies in military organization cited in the staff report including complaint thai military advice has been neither useful nor timely because of divisions among competing service chiefs. It is also aimed at addressing criticism that joint operations have not been con ducted efficiently or with Complete Success because of inter service rivalries. In a joint statement the two senators said the summary outlines a staff proposal which was prepared to help the committee focus on specific organizational changes in the defense  although we May not agree with every provision of the draft Bill we do believe it represents an excellent starting Point for the committee s consideration they said. For cd ample the cumulative inflation rate from 1978 to 1981 was 40 percent almost double the 21 percent which had been forecast annually by the Pentagon. Con Gress wrote restrictions on the ways the Pentagon can use that 14 billion and banned the defense department from using the Money to soften the effect of a budget balancing Law enacted last month. Aspin said he is still waiting for the administration to propose a Way to overhaul the inflation projection system to try to come up with More accurate forecasts.
