European Stars And Stripes (Newspaper) - April 13, 1986, Darmstadt, Hesse Sunday april 13, 1986 the stars and stripes Page 11 dear Ann Landers if a person suspects he May have been exposed to the aids virus does he have the right to join the living Bank i am a Middle aged male homosexual selective and Dis Creet who wants to donate As much of my body As might be of use. Now with the aids crisis i wonder if any part of my body i am thinking specifically of my eyes might possibly infect someone after my death. Also if my body is rejected because tests showed i had been exposed to aids would my family be told i have never been Able to admit the truth about my lifestyle to any relative please Don t suggest that i Check with my doctor. He believes the current tests Are too inaccurate to say whether i have the disease or even if i have been exposed to it. He also believes that any homosexual who has had sex with another Man in the past five years has probably been exposed to the aids virus even though he May never come Down with the symptoms. Should i resign from the living Bank still in the close dear still i asked Anthony s. Fauci m.d., to re Spond to your question. Or. Fauci is the director of the National institutes of health in Bethesda my. He said the official guidelines for donating blood As Well As organs state that a male who has had a homosexual relationship with another male since 1977 should refrain from donating blood. Since the guidelines for donating organs Are essentially the same As those for donating blood your correspondent should not be donating or Gans and should resign from the living Bank. Even if he took the test for antibodies and they were negative and he continued to expose himself to the virus by Homo sexual activity there is a Chance that he would be infected during his next sexual encounter. All practising homosexuals should resign from the living dear or. Fauci thanks for an answer that should Clear the air for Many readers who have been unclear about this Issue. Dear Ann Landers people have been sharing their pet peeves with you for a Long time. It s a great Way to let off steam and often it wises up folks who have no they Are irritating the daylights out of others. I have telephoned this certain woman Many times and am annoyed beyond belief when her 3-year-old answers the phone and yells who is it i say let me speak to your Mother i then hear her Mother in the background coaching the child to say who do you want to talk to i repeat i want to speak to your the child says once More who is this if the Mother were to receive an important business Call or worse yet a Call from a Hospital reporting an Accident in the family it would be too bad. 1 realize parents want to teach their children proper Telephone etiquette but it irritates me to have to identify myself to a 3-year-old. Am i wrong Beaumont Texas dear Beau actually Good manners require that the caller always identify him or herself from the outset. Example this is Mary i speak to your Mother please if the child is too Young to get the Nam and repeat the message to Mother ring off try again later and verbalize your frustration. The opinions expressed in the columns and cartoons on this Page represent those of the authors and Are in no Way to be considered As representing the views of the stars and stripes or the United Stales govern ment. Dodds director answers questions about cutbacks i am a teacher in a Dodds school in Europe. Recently the principal of our school presented the faculty with the Fol lowing directives resulting from the posed Graham Ruddman legislation All spending is Frozen. No More Money for Field trips. No More Money for duplicating paper. No More Money for additional teaching supplies. Receipt of some supplies already ordered in this year s Money allocation is doubtful. Probably no Money for the new math text to be adopted in september 1986. No More Money for in service programs. No More Money for professional travel. Probable reduction in staff for the 1986 87 year i.e., larger classes. I applaud the efforts to halt the spiralling National debt. I think that Dodds should do its share to contribute to the reduction in spending. I see Many areas in which a great Deal of Money could be saved there is a lot of waste in Dodds. However if the Dodds is going to re Duce its budget All areas to the program should i asked our principal to please give me the percentage by which the athletic budget was being reduced. He replied that As far As he knew the athletic budget was not being Cut at All. Evidently those in authority Are afraid to tamper with school athletics. It is a poor comment on the american Way that a reduced athletic program will Merit More reaction than a severely reduced academic program. I have no As to the exact nature of the athletic budget but i am sure that it must be enormous. Surely there Are areas in which cuts can be . I have heard of Many instances in which a school team of Only a few students travels to another City or country to play a game in a bus built to hold 50 people. At least 40 seats Are empty. Surely reductions can be in the area of travel it is hoped that this letter will bring the problem into new focus for those who Are in a position to influence decision making. If we re going to have to make spending cuts we should reset our priorities and Cut accordingly. Dodds is obviously committed to build ing sound bodies. Students need sound minds too. First year teacher location withheld editor s note or. Beth Stephens director department of defense dependent schools Dodd replies the Gramm Rudman Hollings act is re Quiring some severe limits on some Grams but every Effort is being to maintain the academic program at the highest level. The fiscal 1986 budget has to be reduced by 4.9 percent to meet the requirements of the Gramm Rudman Hollings act. Merlin Manuel Lalagos Baguio District additional reductions due to foreign currency fluctuations inflation and some general reductions directed by Congress. The reduction required of the Dodds fiscal 1986 budget is approximately $45 million. Regional directors have been Given guide lines on the programs that Are to be consid ered when making the reductions required to meet their Region s proportionate share. The effect of these reductions May have necessitated the curtailment of some of the programs mentioned by the writer in some regions because those regions May have committed a larger portion of their fiscal 1986 budget prior to the reduction notification. However the new mathematics books which were scheduled to be purchased and available for school year 1986-87 have been ordered for ail regions. The guidelines to the directors included reducing Dodds extracurricular compensation and extracurricular transportation budgets which include athletics by at least 50 percent where possible. The budget reductions will require Mak ing some difficult decisions but everything will be done to maintain the academic Gram at the highest level possible. I was informed that due to the Gramm Rudman legislation the department of de sense dependents schools would have Bud get cuts. We will suffer like our military counterparts. I Don t question the legislation or our need to do some cutting i do ques Tion some Dodds priorities. We were told that our order for next year s math text was Frozen that there would be no Field trips this year All training workshops would be cancelled the Multi tude of people in our Central offices who supposedly provide help to schools will not travel classroom enrolments would be larger next year Etc. To top this off i received a copy of this school s sports schedule for the remainder of the year. This schedule strangely enough has not been Cut at All no trips were deleted. I m sure transportation alone excluding extracurricular pay and per diem must exceed $15,000 at this school. I know too that this school was allotted less than $10,000 for our entire school math program. The orders for next year s math program have been i May be Way off base but i find it quite strange that trips to sporting events Are More important than math or Reading or other curricular activities. The extra Means in addition to the regular curriculum. It seems to me these extras have replaced the basics. I Hope you la let the school system know that you too feel they have the cart before the horse supposedly schools serve the Public needs. Our schools seem to think that need is sports Over academics. Let s let them know that our needs Are academics with sports rather than the other Way around. Name and location withheld editor s note or. Based on that Law the Dodds fiscal 1986 budget has to be reduced by 4.9 percent the same As All other department of defense components. The academic program is the first priority in Dodds and every attempt is being to avoid making reductions in the academic programs. The new mathematics materials which were scheduled to be purchased and Avail Able beginning next school year have been ordered. Students textbooks teachers textbooks and appropriate ancillary mate rials in sufficient quantities to meet the projected enrolment for next school year were ordered. There is consideration for the reduction of extra duty compensation which includes Many of the extracurricular programs including athletics and transportation for extracurricular activities by at least 50 per cent where possible. Travel budgets for curriculum coordinators in service training and other Nonaca Demic programs May be limited or in some cases cancelled for fiscal 1986. It is always difficult to make program reductions but the writer should be re assured that Dodds first priority is the academic program and everything will be done to maintain it at the highest possible level.
