European Stars And Stripes (Newspaper) - April 16, 1986, Darmstadt, Hesse Page 18 the stars and stripes wednesday april 16, 1986 columns intelligence is Best Hope for world by Andy Rooney there Are too Many dumb people. A Man named Luis Machado has written a Book called the right to be intelligent and he says if intelligence can be developed then every Man has the right to be if making schools better will improve the National intelligence we ought to put a lot of Effort and Money into improving our schools. Intelligence is the Best hop for the world. I read a Here the schools in los Angeles Are going to Start staying open 12 months a year because they have too Many children for the existing number of schools. I was wondering if that s a step in the right direction. A lot of the parents there Are against the idea. I Don t have any school age children so keeping schools open All year seems like a Good idea to me. It s always easier to approve of an idea if it does t affect you. It seems to make sense to use so expensive a piece of property As a school for All 12 months of the year. You would t close Down a hotel a motion picture theater or a Library for three months a year. The year round school idea does t mean the kids will be in school All the time. In los Angeles they re actually going to be in school a month less every year. Classes will be divided into three groups. Each group will go to school for four months and then get two months off. It s amazing How cyclical the size of age groups is in this country. After world War ii in the late 1940s, there was the most famous baby Boom of All time. When those children got to be school age every school in the country was filled to capacity. The greatly increased number of kids kept coming for about eight years. Time Magazine likened this statistical Lump of children going through the school system to the condition of a Snake that had swallowed a Rabbit whole. It s an unpleasant analogy but obviously effective because i be never been Able to get it out of my mind. When the baby Boom ended schools went Back to Normal. Some systems even closed Down schools because there weren t enough children to fill them. Now the offspring of those baby Boom children Are starting through the schools digestive system and they need More room again. Assuming it s As temporary As it was last time it makes sense not to build More schools but to use the ones we have full time. It makes me uneasy being on the Side opposite parents in any school argument. There s often a fight about Money in a Community Between people with Young Chil Dren and older people without them. People who Don t have children usually vote against spending More Money for anything that has to do with schools. They Don t want to build a new Wing they Don t want to raise teachers salaries they think a swimming Pool or a gym is a ridiculous luxury. It s disappointing. You d think people who have benefited from the school system them selves in the past would be willing to help pay for the future. I m willing to pay taxes for Good schools but using the school buildings we already have full time seems like the right thing. All we really want is to give every child in this country the Opportunity to be Intelli gent. Giving the kids two months off every four months does t sound Good though. It Means they d be in school eight months a year and on vacation four months a year. No one needs four months vacation. Then there Are also those mysterious teachers meetings in addition to All the holidays we re gradually accumulating. It sounds As though los Angeles is doing the right thing using their schools year round and the wrong thing if intelligence is what we re after in reducing the number of classroom Days. C Tribune Media services the horrid urge of minds to wander by James Kilpatrick the writer s Art demands a degree of concentration on what we Are doing. When we lose that concentration some strange things have a Way of happening. A few horrid examples the Alabama times daily serving the Florence Shef Field area covered a trial in Birmingham at which a defense lawyer named Jaffe was appearing before . District judge Foy Guin. At one Point the lawyer was doing All right Jaffe s repeals to limit government Testi Mony frequently were successful. The judge abstained Jaffe s objections three times an unidentified Southern paper covered an airshow at which the legendary Robert a. Hoover was doing stunts with an old Mustang. He s not considering retiring from aerobic flying the reporter Learned. The Winston Salem . Journal some months ago quoted a spokesman for the medical Mutual insurance co. Less than 20 percent of malpractice claims were warranted he said. It s amazing How Many of these Are scurrilous in Danville 111., the local Sheraton inn ran a help wanted and. It was looking for a manager who would be willing to work follow instructions and Render to Many thousands of citizens contentious and dedicated another clipping that recently arrived on my desk had to do with a lawsuit involving use of a water line. Let us make a charitable Assumption that these several writers truly knew better. They meant to write about a compassionate woman and about floors of every description. They meant to exact revenge and to interpret agreements. They meant to write about frivolous claims and acrobatic flying. Let us sentence these authors to 10 Days of hard Reading of the Federal Register and dismiss the charges. They knew better.
