Senators differ with Pentagon on chemical bomb performance Washington not congressional critics of chemical weapons and Pentagon officials pressing for their production Are quarrelling Over How to interpret the latest test data on a new chemical bomb. The Pentagon officials judged the latest tests on the Bigeye chemical bomb to be a qualified Success Al though at lean one key component repeatedly failed and must be modified but a bipartisan group of 20 senators wrote defense Secretary Caspar a Weinberger on june 26 saying that All of us wit vote against producing any weapon that has failed its tests for Utility reliability and effectiveness both the House and the Senate Are expected to con Sider amendments that would eliminate Money for the weapon in military spending Bills for 1987, which come up for consideration later this month. The Bigeye which would be dropped from aircraft far behind enemy lines is one of a new generation of weapons containing two relatively innocuous Chemi cals that mix into a deadly nerve agent when the weapon is fired. The general accounting office an investigative Arm of Congress published a sharply critical report on the Bigeye last month saying that tests conducted Dur ing the bomb s development had shown in was not ready for production. Pentagon officials disputed this saying that the latest test results gathered from april 1985 to february 1986, had not been considered by the Agency. A summary of some of the latest test results obtained from or. Thomas j. Welch Deputy assistant Secretary of defense for chemical matters slated that most of the weapons dropped in that Lime had per formed properly once a key component was repaired. In Navy tests of 20 weapons three failures were attributed to a malfunction of the air Turbine Generator that is used to mix the chemicals. Two additional tests were discounted after the aircraft s bomb rack failed to work. The rack is being fixed separately. Separate air Force trials Over the same period had to be interrupted after the Generator failed in three out of the first four attempts to drop the bomb. But even after the problem was fixed Only 12 of 15 further air Force drops succeeded. One of the failures again was attributed to the Generator while the other two were attributed to fuses in the nose of the bomb. If you look Al the reports from the air Force and the Navy on their operational testing there is plenty of rationale to support the decision to go into Low rate initial production Welch told reporters recently. Congressional staff members said they had been told of the Navy results but not the air Force results. They suggested that Welch had been selective in choosing which results to make Public and contended that some of the classified results of the Navy tests provided further arguments not to proceed with production. Welch was away from Washington and could not be reached for further comment and John e Ringi the Pentagon s director of operational testing also was unavailable for comment. Krings who has Aid he agrees with Many of the Gao s criticisms of the bomb has promised thai it wit not be produced unless further Lesti prove it to be effective. . Wants Chile to investigate .
