The net work would link about 1 10 Organ procurement Center nationwide it also recommended that Public funds be made available for liver transplants for those who can not afford them. Last month the Reagan administration changed it policy to allow medicare to begin paying for a limited number of heart transplants. Bat Oka Jonasson a Chi Cato surgeon who chaired the task Force said we emphatically do not believe that this step goes for enough and recommend that Simitar position be taken for liver transplantation in adults medicare has already funded some kidney trans plants. The panel suggested that foreigners comprise Nomore than 10 percent of All kidney recipients in any transplant Center. Prospective Organ recipients have complained that some doctors profit by pushing for Eigners ahead of americans waiting for organs. The task Force reached the 10 percent figure after deciding that opening the door totally would be inappropriate. But closing it completely would be inhumane Jonasson said. The task Force was established in january 1985 by former health and human services Secretary Marga ret heckler to assess Public and private efforts to pro cure human organs and identify problems that reduce the number of organs available for transplants. Its report was made available by sen. Albert Core d-tenn., who said the the administration wanted to Bury the report which he said contains Many of the recommendations Congress adopted two years ago Bat which the administration has ignored. The administration has said it backs a program of Public awareness to stress the need for Organ donors but it opposed creation of the task Force saying the private sector should handle the Issue. Linda Sheafler of the office of Organ transplantation at has denied that the administration had tried to Block the  said the department had experienced natural delays in obtaining Money for the program and was inthe process of establishing a compute transplant information.
