The increase will take effect Jan. 1 unless it is vetoed by both houses of Congress according to Edwin Dale a spokesman for the office of manage Zient and Bud get. It will be the first raise for Federal workers since1 vo5, there has been a movement in the House of representatives to increase the raise to 3 percent. Reagan in a statement to Congress released Here said he rejected a suggestion by his pay advisory Board for a much larger increase after considering the and verse effect such a Rise would have on the National Economy. The president s advisory Board must make annual pay recommendations to him and its proposals arc based on a Survey by the Bureau of labor statistics that compares Federal and private sector wages. The study is said to show that the Federal govern ment pays 23 percent less than the private sector for similar jobs Pale said the 23 percent figure is so huge because it is based on the accumulated effects of the Survey Over an eight year period. The pay raise signed by Reagan affects a wide Range of Federal workers who now make $9,526 to $85,840 a year according to Jim Lafferty a spokesman for the office of personnel management. The increase affects about half the 2.8 million non uniformed Federal work Force said Lafferty. The other half will also receive the pay increase but that will be done through an administrative process. The pay raise docs not go to the nation s 2.1 million uniformed military personnel. The House has recommended a 3 percent pay hike for them while the sen ate wants to increase their pay 4 percent.
