European Stars And Stripes (Newspaper) - September 12, 1986, Darmstadt, Hesse Page 10 letters the stars and stripes Friday september 12,1986 housing office revises furnishings policy i am a conus teacher working at a Remote site in Northern Germany. Throughout the past few months the stars and stripes has run almost weekly articles regarding Gramm Rudman and the effect in will have on All areas of government spending. I know that already our school has been affected in several ways. Our Field trip funding has been drastically reduced and workshop and in services for teachers have been reduced or eliminated. Last year teachers were Given Ihrck working Days to prepare classrooms and coordinate schedules in preparation for he begin Ning of the school year. This year we had one Day. We arc still expected to hold Parent conferences at the end or the first Quarter but our non teaching Day for this has been eliminated. The promised Transfer program for teachers in Dodds has been eliminated t could go on and on i have just negotiated a compassionate transferal no Cost to the i am presently living on the Economy and the Central furnishing management office Como provided a refrigerator stove Washer and dryer i appreciate greatly that these appliances were available to me. When vacate my apartment a lieutenant and his wife will be moving in. Obviously they will need appliances. They wanted these appliances left at the apart ment and were prepared to sign a Como contract accepting responsibility for them. We thought that this should be a rather simple procedure. However Como has informed us that because i am a civilian and the new tenants Are military such a change cannot be made. We Are in two different cat in other words All appliances must be unhooked and disconnected and a Nick dispatch cd from a Dis Tance of 120 Miles to pick up these items. The Lieuten ant will have to make an application and wait an Esti mated two to four weeks to have the same appliances brought Back from a distance of 120 Miles. Knowing How government bureaucracy works this should t Surprise me but in does. I am angry at he incredible waste of Money and time. I am furious that dollars Are being spent in such a ride cutout Way while education suffers. Please Don t try to Tell is that these appliances must be collected so that they can be serviced and or cleaned. When i received my stove and refrigerator they were filthy. My dryer is an old laundromat Model with a plug installed in the Coin Slot. Is settings arc hot hotter and history. These appliances have been in my apartment for Only two years. Please Don t try to Tell me thai this is an isolated incident. I have discovered that this is a common problem Here even Between families in the same cat one family moved into government quarters thai contained All needed appliances. The Day after they settled in a Man arrived to remove the appliances. They had to Wail iwo weeks before Ihry received re placements. Would it be possible for someone to explain to me Why a simple Transfer of contract could t be negotiated and what inc justification is for spending our lax dollars in such a ridiculous Way dime Boyles Bremerhaven Germany editor s note be c Harris chief. Homing division office of the Deputy chief or stall Engineer he Usa eur and seventh army replies you re tight at limes we get caught do in bureaucratic policies that arc or appear dumb. Funding sources were the Rool of this particular policy problem. Refrigerators slows washers and dryers for families does t matter whether one is a civilian or a Soldier Are purchased from funds specifically appropriated by the Congress for family support. The source of funds for similar items for unaccompanied personnel i a different congressional appropriation and until recently our furnishings manager had to account for the prop erties separately. Ernt under those rules we encouraged the Transfer of a stove for example from family housing Wareham stocks to Bachelor housing warehouse stocks or Rice Vena Lher than actually replacing a store in Home when Here is change of occupants with different Mari Tal tapas. We though policies that cause its to do that should a changed or eliminated now the Good news. The rules were recently changed. Furniture maa Agen pm now maintain both Type of furniture family and Bachelor on one property Book and no longer need to Exchange furniture Beanie of the funding source. There should be no More moves of Simi Lar furniture item. I said similar because some furniture and equip ment items authorized differ depending on one s Latu As accompanied or single. For example a family May be issued a 19-Cubk-fool refrigerator while a Bachelor la entitled to a maximum capacity of 12,5 cubic feet in this Case an Exchange would normally be required Bow Ever an exception to policy May be granted by the local housing manager Doe to Ducu stance such As Yon mentioned.
