To. A William Bradford Reynolds the assistant . At Torney general for civil rights sharply attacked supreme court Justice William j. Brennanjr. Friday for his Liberal views and Radical  Reynolds in a speech to University of Missouri Law students said Brennan has allowed his Liberal orthodoxy to shape his  supreme court spokeswoman Toni House said Friday that Brennan Wouldhave no response. Reynolds quoted from a speech Bren Nan gave to the american bar association in new York on aug. 8, in which he said the 14th amendment is the Legal instrument of the egalitarian revolution that transformed contemporary Ameri can  Brennan had said that despite Prog Ress the Promise of the i4lh Amend ment remains unfulfilled. The Amend ment says a state must provide equal Protection under the Law to any person within its jurisdiction. Reynolds in his attack on Brennan said Many of these civil rights and lib erties of which the Justice Speaks arc without Clear textual roots. And herein lies the Crux of Justice Brennan s radically egalitarian  it is a theory less concerned with the past or the present than with the future he said. It is a theory that seeks not limited government in order to secure individual Liberty but unlimited judicial Power to further a personalized egalitarian vision of society. Where did Justice Brennan s definition of the 14th amendment come from this Brand of jurisprudence and its policy particulars derive primarily from a Liberal social Agenda in which Justice Brennan shares. And that Agenda has Little or no connection with the Constitution the Bill of rights or any subsequent  Reynolds the principal architect of the Reagan administration s civil rights policy has drawn criticism for his stand in cases involving voting rights and Job discrimination. Reynolds was critical of state and fed eral affirmative action programs that set quotas for training and hiring minorities. Such programs he said were born of a Liberal judicial philosophy that has run amok with the 14th amendment s due process  for too Long Reynolds said judges have believed All minority problems Stem from discrimination. The real prob Lem he said is that there arc too few Laws to cover All civil rights situations and judges have dangerously overextended the Constitution s rigid principles to compensate. Faa probe links 13 air controllers to drug abuse los Angeles not the Federal aviation administration said Friday that it had found that 13 of 34 air traffic controllers under investigation had use drugs off duty. The Agency said it gave them a Choice of rehabilitation programs or dismissal. The other 21 controllers who were transferred to desk duty As a result of the drug investigation have been cleared and returned to their jobs As controllers at the regional control facility at Palmdale Calif. Faa spokeswoman Barbara Abels said there was no evidence that the on the Job performance of any of the13 had been impaired nor was any evidence of drug use on the Job found in the investigation. Abels said the air traffic controllers worked in such close proximity to others and under such close supervision that any impairment would be apparent. She said the Agency did not know whether one time or continuing drug use was involved but an Faa spokesman in Washington Dick Stafford said the Agency was sure that any problems resulting from Long term drug use would have been detected in physical examinations that the controllers undergo yearly. Stafford said a new program that takes effect oct. I will require All Faa employees whose jobs Are related to safety to be tested for drugs each year. This would include air traffic controllers maintenance workers and Security personnel. Abels said that successful completion of a drug rehabilitation program would qualify the 13 to return to their controller jobs. All 34 controllers in the investigation were subjected to a urine test for the presence of drugs. The aviation Agency would not disclose How Many of the tests indicated the presence of drugs. Prison arrested in los Angeles los Angeles up a fugitive from Louisiana suspected in a series of kidnappings and Bank robberies in the South and Southwest since escaping from a Louisiana prison last month was arrested Here the Fri said Friday. James Lee Colvin 32, of Shrek sport la., and a woman were taken into custody at Union station wednesday night As they left an Amtrak train Fri spokes Man Fred Reagan said. Colvin and his companion Ophelia Lydia Vasquez Are linked to the sept. 5kidnapping at gunpoint of a 71-year-old Hollywood woman who was forced to drive them to Oakland Sacramento and Las vegas where they Are suspected of robbing a Bank. The woman was released unharmed four Days later. Colvin was armed with a pistol and was carrying an automatic Rifle in a duffle bag Reagan said. Colvin a convicted armed robber serv ing an 80-year sentence and another con vict escaped from the Louisiana state Penitentiary in Angola on aug. 23 by walking off the prison farm and Drifting across the Mississippi River on a floating log. Colvin s fellow Escapee Danny Michael weeks 32, whose whereabouts Are unknown was serving a life term for Sec Ond degree murder and armed robbery. Both men were described by Louisiana authorities As career criminals with extremely violent  they Are suspected of kidnapping several women and robbing several Banks while making Thier Way to California. They have been linked to at least two kidnappings in Louisiana and Bank robberies in Houston and san Antonio Texas. The Fri has not yet determined How Many Bank robberies and kidnappings Colvin and weeks were involved in. Although the suspects did not Harmany of their Kidnap victims they allegedly assaulted several people during the robberies Reagan said. In most cases the Kidnap victims were released without harm he said. But during some of the robberies peo ple were  Colvin and Vasquez Are being held with out bail pending arraignment sept. 24
