European Stars And Stripes (Newspaper) - September 21, 1986, Darmstadt, Hesse Page 6 the stars and stripes sunday september 21,1986 anti collision systems to be required by Faa Washington up in a move that could make flying safer but More expensive the Federal aviation administration has decided to order commercial airlines to install collision avoidance devices aboard All administrator Donald Engen announced the order Friday saying that the new traffic Alert and collision avoidance system dubbed teas ii would reduce the Chance of in flight collisions. The technology has been developed Engen told reporters at the Agency s Headquarters. We will re quire the airlines to install a teas ii the Faa has been working on such a system for several years. It alerts a Pilot to an impending collision and advises whether his aircraft should move higher or lower to avoid it. Details still must be worked out Engen said but the system will be required for major airline aircraft larger planes such As those with 100 scats or More. . Carriers do not yet have the system on an regular commercial flight and it is estimated to Cost Between $50,000 and $75,000 for each aircraft. The Cost could be reduced when the system is mass produced but unless the airlines choose to absorb the expense passengers arc Likely to end up paying higher air fares. Next Engen said the Faa plans to Issue a formal proposal x year and airlines will be expected to have the system installed in about three years. Industry experts estimate about 3,000 planes would receive teas ii systems. A spokesman for United airlines the nation s larg est Carrier said his firm would be experimenting with a new collision avoidance system manufactured by Bendix corp. On one Boeing 737 and one dc-8 air Craft beginning in May 1987. The spokesman said All United pilots who Fly those planes would be instructed on the equipment and would have to pass a test. An instructor would Fly wit them during a six month experimental period he added. The Faa s policy decision emerged less than three weeks after an Aero Mexico Jet and a Small plane collided Over cd Roilos Calif killing All 67 people aboard the two planes and 15 others on the ground. The teas ii system would not have averted the aug. 31 disaster because the Small plane s transponder was not equipped with an Altitude reporting unit according to Federal investigators. A transponder that indicates Altitude is needed on the other plane for the teas to function properly. Transponders already Are required by the Faa for Small aircraft flying into High traffic areas and Engen said he plans to make use even More widespread. Previous government policy was to encourage but not to require airlines to install such systems. There is humor in White House Ford says As symposium ends grand rapids Mich.
