The Council which is appointed by the governor and empowered to adopt regu lations to protect the Public health cited studies that show breathing second hand smoke is a significant health Hazard for the elderly and people with cardiac and respiratory illnesses. The regulations were vigorously opposed by the tobacco and restaurant industries and by organized Tabor which contended that smoking restrictions would pit worker against worker.
