He was required to sign for quarters prior to transportation picking up his household goods from his Economy address. As a result he lost his quarters allowance on the Day he signed for quarters he inquired about being allowed to continue to receive his quarters allowance since he was forced to live in his Economy address until his furniture could be moved. The reason is thai competent authority military or Ders prevented the dependents from joining the Soldier and residing in government quarters. However in a situation where a family is residing on the local Economy the comptroller general ruled thai the transportation contract does not constitute the competent authority necessary to create entitlement to bad. That is no military orders were issued to the Soldier which prevented the dependents from occupying govern ment quarters which were assigned for in car use. Their reasons for not occupying the quarters had nothing to do with the adequacy of such quarters but were due solely to the fact thai their household goods were nol moved until a later Date. Since the quarters assignment orders made a definite assignment entitlement to bad slops effective the Date of assignment. The writer is Comet in is not a Case of the army being cold hearted.
