The authors me their own position Clear they love their country and they Are ashamed of it. They deplore the abuses of apartheid and want to see it totally Dimun led. They believe that eventually the 16 percent of the Popula Tion that is while must share its Power George will with the 84 percent that is Black coloured or asian but they recognize the political impossibility of overnight imposition of one Man one  a Canton system modelled roughly after Switzerland s form of government is seen As a Way around the impasse. South Africa has 306 magisterial District with an average population of 80,000. Each District already has a Judi Cial and administrative Structure in place. Each District to some extent looks after its own schools Public works and courts. Using the existing magisterial District As a starting Point the authors propose that a judicial commission adjust present boundaries dividing some districts consolidating others until roughly 200 viable units Are created. Most but not All can tons would be predominantly Black. Each Canton would have its own parliament and possibly its own Constitution. One Canton might opt for a socialist Economy another for a capitalist plan. Several cantons might join in regional compacts for transport pollution control water supplies and the like. In this system the role of a Central government would be strictly  authors envision a National Congress composed of two Chambers. One Cham Ber comparable to our House of representatives would be elected by proportional representation. The of her chamber would be composed of iwo delegates from each Canton.
