D-mich., said tuesday that the legis lation would drive spouses of military and civilian personnel away fro the. The Bill would be counterproductive to our efforts to recruit and retain a Quality work Force Sorc Mulc told the House Post office and civil service commit tee. Ford is chairman of the panel. White acknowledging that the Bill corrects a longstanding oversight by giving teachers hired locally before october t987 the same benefits As stateside hires including living quarters allowance is rumple said it would still severely limit the ability of Dodds to attract civilian Ford s intent is to limit he number of local hires ind Odds. Which he said make up 40 percent of the number of teachers. He and other members of the committee expressed concern that local hires can by pass the rigorous Competition for positions that stateside applicants have to face. The Bill gives priority to teachers who wish to trans Fer within the system followed by stateside applicants and local hires. Besides giving stateside applicants higher priority the Bill restricts local hires from teach ing for More than one year unless they then reapply and compete with other stateside hires. The Only exception to the one year Rule would be spouses of military personnel who could Leach As Long As they continue to reside with the military sponsor. The practice of hiring locally was intended to offers Short term solution to the problem created by unforeseen vacancies by allowing schools to fill these vacancies quickly Ford said. It was not intended to create a competing method for selecting Long term regularly employed but Sorc Mulc defended the use of local hires arguing that because employment opportunities for spouses overseas Are limited the defense department and the military services depend on the school system to provide jobs for spouses. Under Ford s Bill Many leaching positions now held by spouses of Federal civilians would become vacant each year Sorc Mulc said. He admitted Irma this would provide More opportunities for teachers to Transfer within the system another aim of he Bill but the result would be costly. There would be increased turnover at individual schools he said. If current employees were not available for these positions costly replacements would have to be located through the . Recruitment even if local hires were Given the same benefits As stateside applicants the Cost would Slid be lets than recruiting a similarly qualified educator from the slate and transporting the educator family household goods and Carlo the overseas area he said. The Quality of Dodds teachers remains High a fact that has been consistently noted by outside agencies who have evaluated the school system Sorc Mulc said. We Aren t aware of any finding thai the Quality of teachers we recruit overseas differs significantly from those that we recruit in the United the overseas education association the Union that represents four fifths of Dodds teachers generally agreed with is rumple. Jack Rollins president of Theonea said qualified spouses of military and civilian personnel should be Given priority Over stateside hires.
