The legislators suggested the action could help Avert what they said is a decision facing president Reagan which involves the lesser of two they explained that As part of the ongoing talks aimed at developing a budget deficit reduction pack age Reagan May be asked to raise taxes or face cuts in defense spending. While the Gramm Rudman fix explicitly prohibits the closure of military bases they wrote we be Lieve there Are a number of bases whose function can be significantly curtailed and whose personnel can be transferred to other locations without unduly compromising the nation s the legislators asked for a Gao study to answer a variety of questions about each of the bases. Among the questions Are the current Cost of operations and the costs of transferring functions to other bases. Legislators generally have opposed base closings be cause it would mean the loss of jobs and payrolls i their districts or states. Congress has enacted a series of new barriers to Pentagon efforts to close what the defense department says Are obsolete or otherwise unneeded bases. The sources declined to discuss Why Poindexter had delayed his retirement beyond noting he was continuing to work As a special assistant for Long Range planning to the chief of naval operations. According to the Navy a two Star rear Admiral with 29 years of service can retire with a pension of $52,764 a year. A a Man convicted of killing his first two wives and accused of slashing the Throat of his third wife while she visited him in prison turned himself in tuesday. Bobbie Barrett apparently fought with hit third wife Mary when she visited him sunday in the boiler room at Central correctional institution said South Carolina corrections depart ment spokesman Hal Leslie. Leslie said such visits arc not permitted. Barrett is accused of attacking his wife and stealing her car and fleeing. Mrs. Barrett was treated and released from Providence Hospital. Barrett 55, has been serving a life sentence since 1979 for slaying his second wife Justine in Aikin county. He also was convicted and imprisoned in co Lumbia for the 1966 slaying of his first wife but he was paroled in the late 1970s, Leslie said. Dog Dies after burglar throws it in clothes dryer Enfield . A a 4-year-old Chihuahua died apparently trying to protect its owner s property after a burglar threw the dog into a clothes dryer and turned it on. A at least 15 horses were killed wednesday when fire swept through a Sta ble but As Many As 18 other horses were led to safety by nearby residents. Williamf. Grubb Iii of Greenville had sued the Navy for $5 million in damages. Government lawyers admitted that Donal Billig. A surgeon and Navy com Mander was responsible for Grubb s death after a heart operation performed by Billig. Billig was convicted in 1986 of two counts of involuntary manslaughter and one of negligent homicide in the deaths of patients after open heart surgery. He is serving a four year prison sentence at fort Leavenworth Kan. His request for parole was denied in july. Billig was nearly Blind in one Eye hid his visual Handicap and continued to perform Complex heart operations de spite numerous warnings that he was kill ing patients according to prosecutors in his court martial. Anderson awarded mrs. Grubb $469,996, including is 17.996 in economic losses $350,000 for mental anguish and emotional pain and $2.000 for funeral expenses
